A 19-year-old girl mentally retarded girl of Dhangadi has become a rape victim in Saptari District. This came to light about a week after the incident. Though the victim's kin had filed a case by identifying the person responsible for the rape just the day after the incident, police are said to have been apathetic to investigate. The victim's father on July 15 had filed a complained with the Biswa Belhi Police Post, identifying Bisham Chaudhary of Dhangadi VDC-8, as the perpetrator. The police post-in-charge Bal Bahadur Rai, however, clarified that his office was doing the needful." As the accused person is at large, we're searching for him.
