Call to Make State Responsible

They expressed such opinion at the program organized for collection of recommendation regarding the preparation of the shadow report on International Covenant on Civil and Political Rights (ICCPR). The program was organized by INSEC with support from Australian Aid on March 22.

Samjha Shrestha, senior officer at INSEC central office shed light on the objectives of the program while BP Adhikari of INHURED International presented important provisions of the shadow report. He also presented the report prepared by the state and the draft shadow report.

Mani Acharya of CWIN Nepal recommended that the article 6 which stated that more than 13,000 people had lost lives should also incorporate number of children. Advocate Sunil Shrestha said that the juvenile court and family court should also be included in the report.

Saying that the existing procedures were not implemented due to the lack of willingness in the state's part, most speakers emphasized to make the state responsible. They stressed on the right to secrecy of children as they are more sensitive, right to free and fair trial of every citizen, fair trial even in the quasi-judicial bodies, taking judicial process based on evidence not on statement and taking statement in the presence of legal practitioner.

Chief District Officer (CDO) Dundiraj Pokharel said that Nepal was facing problem as it signed treaties without thinking beforehand. He added that the state should be made strong since acts and laws had not been changed despite the change in situations.

Nirmal Upreti of INSEC central office had facilitated the program conducted by INSEC regional coordinator Bhola Mahat.
