काठमाडौं , चैत्र २८ - अख्तियार दुरुपयोग अनुसन्धान आयोगले अध्यागमन विभागमा भएको सीता राई काण्डका अभियुक्तविरुद्ध विशेष अदालतमा भ्रष्टाचार मुद्दा दायर गरेको छ । आयोगले मंगलबार विभागका शाखा अधिकृतद्वय रामप्रसाद कोइराला, टीकाराज पोख्रेल, नायब सुब्बा सोमनाथ खनाल, विभागमा खटिएका सुरक्षाकर्मी र पर्शुराम बस्नेतविरुद्ध मुद्दा दायर गरेको हो ।
गत मंसिरमा भोजपुरकी ती युवतीलाई वैदेशिक रोजगारबाट र्फकंदा अध्यागमनमा उनीहरूले लुटेको अभियोग पत्रमा उल्लेख छ । उनले साउदी अरबबाट
र्फकंदा ल्याएको आठ हजार पाँच सय रियाल चारै कर्मचारीले मिली बाँडेको अख्तियार अनुसन्धानले
देखाएको छ । उनको पैसा लिने काम पदीय आचरण र कानुनसम्मत समेत नभएको देखिएकाले भ्रष्टाचार निवारण ऐन २०५९ अनुसार उनीहरूविरुद्ध मुद्दा चलाउने आधार अख्तियारले लिएको हो ।
घूस लिएको रकम असुलउपर गर्ने गरी र पीडितलाई बिगो २ लाख २५ हजार चार सय ६५ दिलाई भराइदिने मागदाबी अभियोग पत्रमा छ । कर्मचारीले राईबाट रकम मात्र नलिएर सर्ट, घडी सेन्टजस्ता सामानसमेत लिएको देखिएको र उक्त सबै बिगो दुई लाख २५ हजार चार सय ६५ भएको पाइएको छ ।

The Commission for Investigation of Abuse of Authority (CIAA) on Tuesday filed a corruption case in the Special Court against four government officials for their alleged involvement in the robbery and subsequent rape of Sita Rai (name changed), a migrant worker, at the Tribhuvan International Airport (TIA).
Rai, 20, of Bhojpur, was robbed by immigration officials at the TIA on November 21 while she returned from Saudi Arabia.
In its charge sheet against against section officers Ram Prasad Koirala and Tika Raj Pokhrel, senior non-gazetted officer Somnath Khanal and police constable Parshu Ram Basnet, the CIAA has sought punishment as per Section 3 (1) and Section 3 (1) (D) of the Corruption Prevention Act. It also sought Rs 225,465 (the amount robbed) as compensation for Rai.
As per the Act, the guilty can face at least six to 18 months imprisonment and a fine, depending on the degree of the offence. “In our charge sheet, we have sought the same punishment for all the accused. It is up to the court to decide on the degree of the offence and the punishment,” said CIAA Spokesperson Krishna Dhungana.
