A team of Commission for the Investigation of Abuse of Authority (CIAA) on Tuesday arrested accountant at Transport Management Office, Koshi, Bhupendra Katuwal with Rs 40,000 bribe money. He allegedly took the money with a promise of making two light vehicle driving licences. The team from Itahari-based CIAA office led by police inspector Om Prakash Khanal caught him red-handed with the bribe money at Khotang Hotel nearby the office. He had also taken Rs 3000 for registering two driving licence forms. One local Tara Pokharel said he informed the CIAA and media about the corruption. He produced photo copies of the cash he paid to Katuwal after he knew that the accountant was involved in issuing driving licences by taking bribes. “I have been chasing this account since 2063 BS. And only now I found him,” said Pokharel. CIAA Inspector Khanal said they had been keeping an eye on the illegal monetary dealing after they received complaints of rampant bribe at Transport Management Office and this time they could caught the official taking the bribe acting on a tip-off. Service seekers are forced to find an easy way to make the driving licence because of undue hassles at Transport Management office. The office halted its services—new form registration and renewal of licences—for the past two months citing malfunctioning of server software. Chief at Transport Management Office, Koshi, Shyam Kumar Singh, said currently they are not accepting forms for driving licence test and the claimed forms have not been registered at the office. यातायात व्यवस्था कार्यालय कोसीअन्तर्गतको सवारी चालक अनुमति पत्र वितरण कार्यालयका लेखापाल भूपेन्द्र कटुवाललाई चारपाङ्ग्रे सवारीको दुईवटा लाइसेन्स बनाइदिने सर्तमा लिएको ४० हजार नगदसहित अख्तियारको टोलीले मंगलबार बिहान पक्राउ गरेको छ । कार्यालय नजिकैको खोटाङ होटलमा दुईवटा लाईसेन्स बनाइदिने सर्तमा सेवाग्राहीबाट ४० हजार नगद लिएको बेला अख्तियार दुरुपयोग अनुसन्धान आयोगको इटहरीस्थित कार्यालयबाट प्रहरी निरीक्षक ओमप्रकाश खनालको नेतृत्वमा गएको टोली बिहान पक्राउ गरेको हो । उनले दुईवटा फारम दर्ता गराउन पनि १५/१५ सय लिएका थिए । स्वागत लजको भित्र गल्लीमा ५ सय रुपैयाँ मात्र लाग्ने दस्तुरमा उनले एक, एक बढी रकम लिएका थिए । स्थानीय तारा पोखरेलले आफूले नै अख्तियार र मिडियालाई घुस काण्डबारे जानकारी गराएको बताए । उनले लेखापाल कटुवालले आवश्यकताभन्दा बढी रकम लिएर लाईसेन्स दिने गरेको जानकारी पाएका आधारमा आफूले दिएका नोटहरुको समेत फोटोकपी गरेर अख्तियार बोलाएको बताए । उनले भने, ‘यी लेखापाललाई मैले २०६३ सालदेखि फलो गरेको हुँ अहिले फेला पारेँ ।’ यसअघि सवारी कार्यालयमा बस्दा पनि लेखापालले अवैध तरिकाले रकम लिने गरेको पोखरेलले बताए । अख्तियारका प्रहरी निरीक्षक खनालले यातायातमा घुस लिने गरेको गुनासो आइरहेकाले आफूहरुले समेत निगरानी गरिरहेको र अहिले सुराकीमार्फत् घुस लिँदै गरेको अवस्थामा पक्राउ गर्न सफल भएको बताए । दुई महिनायता यातायात कार्यालयको सर्बर बिग्रिएर कुनै पनि निवेदन दर्ता, प्रतिलिपि र नयाँ वितरण समेत ठप्प थियो । सवारी चालक अनुमति पत्र वितरण कार्यालयका प्रमुख श्यामकुमार सिंहले अहिले कुनै पनि परीक्षाको निवेदन नलिइएको र जुन दाबी गरिएको निवेदन हो, त्यो कार्यालयमा दर्ता नरहेको बताए ।
