According to Tiwari, Pandey threatened to kill him at the premises of the District Administration Office on April 17. He said that he had filed appeals at the DAO and Federation of Nepali Journalists the same day demanding security and action against Pandey. Stating that no action was taken despite his appeals, Tiwari urged INSEC representative on April 23 to take steps for his security.

Following Tiwari's appeal, INSEC representative called on the Chief District Officer to ensure Tiwari's safetly. CDO Krishna Chandra Ghimire has directed the police chief to manage for safety of Tiwari.
