Kavre/April 28 The District Police Officer (DPO) has made public the accused of gang-rape of a teenager on April 28. The DPO also handed over cash award to the policemen involved in arresting the accused amidst a program participated by journalists, women rights activists and locals. Police said that Shankha Man Moktan, 54, of Sipalichilaune VDC-3, Pancha Bahadur Syangtan, 25, of Methinkot VDC-9, Kumar Bishwakarma, 22, of Shikharambote VDC-8, Ram Bahadur Syangtan, 18, of Methinkot VDC-9, Akash Tamang, 20, of Sipalichilaune VDC-3 and Krishna Bishwaarma, 21, of Shikharambote VDC-8 were arrested on April 26 on charge of raping a 15-year-old girl on March 26. Police had already arrested Januka Devi Thapa, 43, of Banepa Municipality-8 on April 2 for planning the rape. DSP Krishnaji Adhikari of the DPO said that the accused had been charged with attempted murder, dacoit and rape. The district attorney office Kavre has registered a case against them at the District Court on April 28. The victim said that the unidentified group had come to their house under the pretext of drinking water while she and her father were preparing to take their meal. The group then raped her at knife-point. Her medical check-up was conducted at the Teaching Hospital in Kathmandu on March 27. The neighbors were unaware about the incident as the house of the victim is away from the village and the father-daughter both had lost consciousness after the incident. Police also recovered 2 sets of mobile phones and 3 khukuris used during the incident. The victim has been kept tin the safe house at Dhulikhel since March 28. A team of human rights defenders had conducted a fact-finding mission on April 4. Similarly, a team of INSEC, CVICT, WOREC among other organizations had met visited the Office of the Prime Minister and Ministry for Home Affairs stating that the police was not active to investigate the incident. Bhojraj Timalsina काभ्रे । वैशाख १५ गते काभ्रेमा भएको एक सामूहिक बलात्कार घटनाका आरोपितहरूलाई जिल्ला प्रहरी कार्यालय काभ्रेले ०७० वैशाख १५ गते कार्यालय परिसरमा सार्वजनिक गरेको छ । पत्रकार, महिलाअधिकारकर्मी र स्थानीयहरूलाई कार्यालयमा बोलाएर आरोपितहरूलाई गिरफ्तार गर्ने प्रहरीहरूलाई नगद प्रदान गर्दै सम्मान गरिएको छ । एक १५ वर्षीया बालिकालाई घरमा खाना खाइरहेको अवस्थामा ०६९ चैत १३ गते साँझ सामूहिक बलात्कार गर्ने सिपालीचिलाउने गाविस-३ का ५४ वर्षीय शंखमान मोक्तान, मेथिनकोट गाविस-९ का २५ वर्षीय विशाल भनिने पञ्चबहादुर स्याङतान, शिखरआम्बोटे गाविस-८ का २२ वर्षीय कुमार विश्वकर्मा, मेथिनकोट गाविस-९ का १८ वर्षीय रामबहादुर स्याङतान, सिपालीचिलाउने गाविस-३ का अनिल भनिने २० वर्षीय आकाश तामाङ र शिखरआम्बोटे गाविस-८ निगालेका २१ वर्षीय कृष्ण विश्वकर्मालाई ०७० वैशाख १३ गते प्रहरीले गिरफ्तार गरेको बतायो । यसअघि बलात्कारको योजना बनाएको भनी बनेपा नपा-८ निवासी ४३ वर्षीया जानुकादेबी थापालाई २०६९ चैत २० गते प्रहरीले गिरफ्तार गरेको थियो । प्रहरीले नियन्त्रणमा लिएकालाई डाका, ज्यानमार्ने उद्योग र जबर्जस्ती करणीअन्तर्गत मुद्दा चलाइएको जिल्ला प्रहरी कार्यालय काभ्रेका डिएसपी कृष्णजी अधिकारीले बताए । यस मुद्दामा जिल्ला सरकारी वकिल कार्यालय काभ्रेले ०७० वैशाख १५ गते नै जिल्ला अदालत काभ्रेमा अभियोग दर्ता गराएको छ । घरमा बाबु-छोरी मात्र बसेको अवस्थामा पानी खान भनी आएका अपरिचित व्यक्तिहरूले बाबुलाई बाँधेर कुटपिट गर्दै घरको दोस्रो तल्लामा लगी घाँटीमा खुकुरी राखी सामूहिक बलात्कार गरिएको पीडित बालिकाले बताएकी थिइन् । बलात्कृत बालिकाको ०६९ चैत १४ गते शिक्षण अस्पताल काठमाडौंमा स्वास्थ्य परीक्षण गरिएको हो । एकान्तमा घर रहेको र घटनाका कारण बाबु-छोरी नै बेहोस भएका कारण तत्काल छिमेकीहरूले घटनाका विषयमा थाहा पाउन सकेका थिएनन् । पीडकहरूको साथबाट घटनाका समयमा लुटिएको मोवाइल २ थान, खकुरी ३ थान र घटनाका समयमा प्रयोग भएको नाम्लो पनि प्रहरीले बरामद गरेको छ । पीडित बालिकालाई ०६९ चैत १५ गतेदेखि सुरक्षाका लागि अल्पकालिन महिला आश्रयस्थल (सेफ हाउस) धुलिखेलमा राखिएको छ । घटनाका विषयमा इन्सेक प्रतिनिधि संलग्न एक मानवअधिकारकर्मीको टोलीले ०६९ चैत २२ गते घटनास्थलमा पुगी स्थलगत अध्ययन गरेको थियो । इन्सेक, सिविन, सिभिक्ट र ओरेकलगायतका संस्थाहरू संम्मिलित एक टोली प्रहरीले अनुसन्धानमा सक्रियता नदेखाएको भनी प्रधानमन्त्रीको कार्यालय र गृहमन्त्रालयमा डेलिगेसन समेत गएका थिए । यस घटनामा पीडित र पीडितका परिवारलाई न्याय र संरक्षण दिनका लागि एसियन मानवअधिकार आयोग, राष्ट्रिय मानवअधिकार आयोग र मानवअधिकार सम्बन्धी संघसंस्थाहरूद्वारा ध्यानाकर्षण र अर्जेन्ट अपिल प्रकाशन गरिएको थियो ।
