Dalits expelled from high positions in local government

As Nepal enters the third and final round of local elections, the Election Commission's data show that the five major parties competing in the election - the Maoist Center, the CPN-UML, the Nepali Congress, the Federal Socialist Forum Nepal, and the Rashtriya Janata Party Nepal - have given their votes for mayor and village chairman. Out of 652 candidates, a total of 17 candidates have been fielded for the Dalit community. Less than 3 percent of the total number of nominations for executive positions. But Dalits make up more than 16 percent of the population in Province 2. The results of the first two rounds of elections indicate that political parties do not want to field Dalits as candidates unless they are compelled to do so. If you look at the winning candidates from the three major parties (who make up 94 percent of the total winners), less than 3 percent of the mayors, deputy mayors, chairpersons, and ward chairpersons are Dalits. 6 percent of the ward members coming from open seats are Dalits. The number of Dalits in the seats reserved for women is only three percent. The Local Level Election Act 2017 has ensured that about 20 percent of the total elected representatives of the local government will be Dalit women. But there will be only a small number of Dalits in local government executive positions. Despite the provision of reservation for women's representation in local government, the parties do not seem to consider Dalit leaders suitable for high positions in local government.
