Siraha/July 22 National Women Commission chairperson Shekh Chand Tara has stated that domestic violence is the main cause of suffering for Nepali women. Speaking at a program organized by Mukti Nepal with the support of ICJ on July 22, NWC chairperson claimed that the police were ending even those cases in comprise in which they did not have any mandate leading to victimization of more women. Regretting weak implementation of the Domestic Violence (Offense and Punishment) Act 2009, Tara informed that attempts were going on to amend the Act. She also opined that marital rape should also be counted as domestic violence. "The court has directed to issue citizenship certificate in mother's name but the state is avoiding the issue on various pretexts", she said adding that signing the international conventions without any ground work was also a reason for weak implementation of such tools. She believed that posting of male police at Women and Children Service Centres were hampering the proper investigation. She also pointed at weak state apparatus, lack of resources of the police and political interference as being other causes for poor investigation standard in women-related cases. Tara claimed that 100 per cent Nepali women are the victims of domestic violence. She also stressed on the need of raising capability and strengthening police and other local level staffs dealing with the issue of domestic violence and pressure on them. Durga Pariya सिरहा । ०७० साउन ७ गते नेपालका महिलाहरु सबभन्दा बढी घरेलु हिंसाबाट पीडित रहेको राष्ट्रिय महिला आयोगका अध्यक्ष शेख चान्द ताराले बताएकी छिन् । साउन ७ गते आईसीजेको सहयोग मुक्ति नेपालले गरेको एक कार्यक्रममा अध्यक्ष ताराले अधिकारै नभएको घटनालाई समेत प्रहरीले मिलापत्र गरिरहेकाले न्यायमा महिलाको अवस्था नाजुक देखिएको बताइन् । घरेलु हिंसा कसुर सजाय, ऐन २०६६ आएपनि कार्यान्वयन नहुनु दुःखद भएको भन्दै उनले घरेलु हिंसा कसुर सजाय, ऐनलाई परिमार्जनको प्रयास भइरहेको बताइन् । साथै उनले वैवाहिक बलात्कार मुद्दामा पीडित महिलाको माग बढाउन समेत बैबाहिक बलात्कारको घटनालाई घरेलु हिंसा भित्र राख्नुपर्ने बताइन् । उनले भनिन आमाको नागरिकता दिन सर्वोच्च अदालतले आदेश दिएको छ । तर राज्य वहना देखाएर पन्छिरहेको छ । यसले पनि राज्यले कानुनी राज्यको उपहास गरिरहेको पुष्टि हुन्छ । उनले भनिन् विभिन्न अन्तर्राष्ट्रिय सन्धि, महासन्धिहरुमा हतारमा हस्ताक्षर गर्ने परम्पराको विकास हुनुले पनि सन्धि सम्झौता अनुसार काम हुन सकिरहेको छैन । उनले नेपालका शतप्रतित महिलाहरु घरेलु हिंसाबाट प्रभावित रहेको बताइन् । उनले भनिन् घरेलु हिंसाको उजुरी लिने निकायहरु प्रहरी कार्यालय र स्थानीय निकायका कर्मचारीहरुलाई दक्ष, सशक्तिकरण र दवावको आवश्यकता छ । प्रहरी भित्रको महिला तथा बालबालिका सेवा केन्द्रमा पुरुष कर्मचारीलाई राखिनुले पनि महिलाको मुद्दामा प्रहरी प्रभावकारी अनुसन्धान हुन नसकेको उनको आरोप थियो । उनका अनुसार दण्डहिनता बढ्नुमा राज्यको कमजोर अवस्था, प्रहरी भित्र साधन स्रोतको कमी र राजनीतिक हस्तक्षेप जिम्मेवार छन् । कार्यक्रममा सहायक प्रमुख जिल्ला अधिकारी जनार्दन गौतम,जिल्ला अदालतका रजिष्टार दुर्गा भुसाल,सरकारी वकिल डा.गोपीचन्द भटराई,प्रहरी,अधिकारकर्मी,पत्रकारहरुको उपस्थिति रहेको थियो ।
