DSP, 10 Other Police Including DSP Facing Charges

Khotang/September 5 National Human Rights Commission has concluded that the death of 18-year-old Kiran Rai of Patheka VDC-2 died due to the weakness of the physical structure of police station and negligence. Rai's death was due to the torture in the custody and it has been confirmed by the investigation carried by NHRC, according to acting chief, Loknath Ghimire of sub-regional office of NHRC. Rai's uncle Ranjip Rai said that the NHRC had sent a letter via its Khotang Office that police were behind his nephew's death. Rai who was in police custody had died in Diktel Hospital while undergoing treatment on July 10. The rights body recommended for action against the Police Constables Suresh Prasad Yadav, Nakul Rai, Ram Kumar Bogati, Kailash Khatri, Chandra Khadka, Dev Raj Majhi, Narayan Khadka, and SIs Mahendra Khatri and Mukunda Bidari to the Office of the Prime Minister and Council of Ministers as per the provisions of the Muluki Ain (National Cope). Departmental action has been recommended for former DSP Rajiv Basnet and Inspector Ramesh Kumar Dev, Ghimire said. The victim’s family had lodged a complaint at NHRC asking for the investigation of the incident. Human Rights officer, Jeevan Neupane had conducted the investigation of the incident at Diktel. NHRC has recommended to Office of the Council of Ministers to provide Rs 300,000 to the family of the deceased as per Section 16 (3) of NHRC Act 2012. It has also suggested the government to improve the condition of the toilet and other physical structure of the District Police Office while it warned Dr Nawal Kishor Jha of District Hospital Khotang of being sensitive towards treatment of any patient and their condition. Post-mortem of Rai's body was conducted four days after the death following initiation by human rights activist after the family refuse to claim the body saying the death was suspicious.
