2012-02-01

Biratnagar/February 1

Chairperson of Informal Sector Service Centre (INSEC) Subodh Raj Pyakurel has said that working style, mindset and conduct of the commissioner is to blame for weakening performance of the National Human Rights Commission (NHRC).

Speaking at an interaction on 'NHRC in New Constitution' organized by INSEC Eastern Regional Office in Biratnagar on February 1, INSEC chairperson Pyakurel said the government is attempting to make the NHRC stripped with power at a time when there are challenges in the protection of NHRC.

Saying that justice was not delivered to the victims in the lack of provisions for the protection of witness in the country, the INSEC Chairperson blamed the government for being reluctant to ensure the rights of human rights defenders.

Stating that NHRC has been made powerless, Charan Prasain, chairperson of Joint Human Rights Forum said that government has made a good drama by collecting suggestions as the suggestions were not incorporated in new Act.

Professor Bal Krishna Mabuhang stressed the need for making NHRC an all-powerful body which protects rights of every citizen. NHRC regional director Koshraj Neupane laid emphasis on civilians and human rights community to launch a campaign to make NHRC a powerful body in the context that the government has not given proper priority to make NHRC a powerful body.

Advocate Chudamani Acharya had presented two working papers related to NHRC in New Statute on the occasion while human rights activists, mediapersons and leaders of political parties have commented on the papers.  Senior advocate Chandramani Neupane, assistant CDO of Morang, Surendra Paudel, Kumar Bhattarai of Bar Association of Biratnagar Appellate Court, Dilli Karki of District Bar Association and UML district secretary Mahesh Regmi had commented on the working papers.

The program chaired by INSEC regional coordinator Som Raj Thapa was conducted by INSEC district representative Dipen Neupane.
