Khotang/November 21, Police have arrested Devan Singh Rai, 26, of Nerpa VDC-5, the district member of Kirant Janbadi Workers Party (KJWP) on November 20 night. He was arrested at Sangampark in Diktel Bazar VDC-2 on charge of extorting money from district-based teachers, businessmen, locals and government employee. Inspector Durga Raj Regmi said that he was arrested in relation of the extortion and for his alleged involved in looting of Police Station at Nunthala on May 4, 2010. There have been five rounds of dialogue with the underground group that is waging armed activities demanding ethnic state in eastern hilly districts. Latest talks between the government and the group held in Dhulikhel of Kavre district on July 2. The 5-point agreement signed in the talks said that the group would begin handing over its weapons. Police said that they began arresting the group leaders as they failed to abide by the agreement.
