In a press conference organized in Biratnagar on September 24, Administrative Officer of Urlabari municipality Tek Bahadur Regmi accused mayor of the municipality Khadga Phago of manhandling him over disagreement about extending the service tenure of the municipality's employee.

During the press conference he stated that it has become difficult for him to work in the municipality due to the mayor's behaviour and he was under threat from the mayor. He accused the mayor of pressurizing him to extend the tenure of employees contracted by the municipality to one year although the public service commission's rule allows the tenure of only six months.
