Police arrested Morang district secretary of Netra Bikram Chand-led group, Kumar Khatiwada on Thursday. Police arrested him on the charge of being involved in planting explosive items at different places, informed SP Bishwo Adhikari of District Police Office Morang.
Police arrested Khatiwada from Tanki chowk of Budhiganga rural municipality.
