Morang/March 24 Police have charged Surya Narayan Bhagat, 45, of Tanki Sinubari VDC-9 under the Public Offence Act on March 23 for inhuman behavior against an 11-year-old local boy. Bhagat had shaved the boy’s head and smeared soot on his face on March 22 accusing him of stealing at his home. The boy was tied in to an electricity pole and then had his head shaven. Police took him to District Administration Office where his case will be considered. The DAO has extended the boy’s custody by seven days.
