Banke/ May 27 The protection of Human Rights can only be achieved through joint effort, said acting chief judge Prakash Dhungana of Appellate Court Nepalgunj. He expressed his view during the program organized at Nepalgunj on May 27 to mark the 14th anniversary of National Human Rights Commission (NHRC). He said that Supreme Court sometimes orders mandamus for the implementation of recommendations of NHRC. He further said that Nepal government is the main duty bearer of human rights. While speaking at the program, Chief District Officer Jeevan Prasad Oli said that the main defender of human rights is Nepal government and NHRC is the watch dog. He further said that the awareness level must be increased among the people regarding human rights. SSP Madhu Prasad Pudasaini, police chief of Bheri Zone said that Nepal police lacks the knowledge of human rights in its lower level. He further said that the police have followed a zero tolerance policy. The regional director of NHRC Murari Kharel said that the NHRC will focus on issues of economic, social and cultural rights in coming days. Shiva Khakurel, regional coordinator of INSEC said that the NHRC is not able to meet the expectation of the people despite of its formation according with Paris Principle. He further suggested that the vacant position of the NHRC must be immediately fulfilled. The program was participated by media personnel, representatives from security and other organizations. Binod Pandey बाँके । ०७१ जेठ १३ गते सबैको समष्टिगत प्रयासबाट मानवअधिकारको संरक्षण हुने पुनरावेदन अदालत नेपालगञ्जका निमित्त मुख्य न्यायाधीश प्रकाश ढुङ्गानाले बताएका छन् । राष्ट्रिय मानवअधिकार आयोग स्थापनाको १४ औँ वार्षिक दिवसको अवसरमा नेपालगञ्जमा जेठ १३ गते आयोजित कार्यक्रममा मुख्य न्यायाधीश ढुङ्गानाले उक्त कुरा बताएका हुन् । मानवअधिकार आयोगको सिफारिस कार्यान्वयनका लागि सर्वोच्च अदालतले बेला बेलामा परामादेश जारी गर्ने गरेको बताउँदै निमित्त मुख्य न्यायाधीश ढुङ्गानाले मानवअधिकारको मूल कर्तव्य बाहक नेपाल सरकार भएको बताए । प्रमुख जिल्ला अधिकारी जीवनप्रसाद वलीले मानवअधिकारको मुख्य रक्षक नेपाल सरकार र निगरानी मानवअधिकार आयोगको भएको बताए । वलीले जनतामा चेतनाको स्तर अभिवृद्धी गर्नुपर्ने बताए । कार्यक्रममा नेपाल प्रहरीका भेरी अञ्चल प्रमुख एसएसपी मधुप्रसाद पुडासैनीले नेपाल प्रहरीको तल्लो तहसम्म मानवअधिकारको विषयमा ज्ञान पुर्‍याउन नसकेको बताए । पुडसैनीले मुस्कान सहितको प्रहरी सेवा सुरु भएको बताँउदै प्रहरीले शुन्य सहनशीलताको निती अबलम्बन गरेको बताए । नेपाली सेनाका निमित्त बाहिनीपति डा. प्रेमसिंह बस्नेतले आयोग राज्यको स्रोतमा भर पर्न नहुने बताउँदै राज्यले पाठ्यक्रममा पनि मानवअधिकारको विषय बस्तुलाई समेटनु पर्ने बताए । जिल्ला प्रहरी कार्यालयका एसपी शेखर कोइरालाले हरेक मुद्दामा प्रहरीले नै गल्ती गरेको छ भन्ने सोचाइ राख्न नहुने बताए । राष्ट्रिय मानवअधिकार आयोगका क्षेत्रीय निर्देशक मुरारी खरेलले आगामी दिनमा आर्थिक, समाजिक तथा सांस्कृतिक अधिकारमा आयोग बढी केन्द्रीत रहने बताए । इन्सेक क्षत्रीय संयोजक शिव खकुरेलले पेरिस सिद्धान्त अनुसार आयोग गठन भए पनि जनअपेक्षा अनुसार आयोगले काम गर्न नसकेको बताउँदै रिक्त रहेका पदहरूमा तत्काल व्यवस्था गरिनुपर्ने सुझाव दिए । कार्यक्रममा एमालेका गोपाल गिरी, राप्रपाका कृष्ण खरेल, गैसस महासङ्घका अध्यक्ष प्रभातकुमार ठकुरी, पत्रकार महासङ्घका सल्लाहाकार शुक्रऋषि चौलागाई लगायतले आयोगलाई शुभकामनाका साथै सुझाव दिएका थिए । कार्यक्रममा अधिकारकर्मी, सञ्चारकर्मीहरूको सहभागिता रहेको थियो । विनोद पाण्डे
