The Women and Child Development Division of Hetauda Sub-metropolis had organized a meeting program in ward-17 for the people with complete disability and people with disabilities under the 'A' class. During the division's monitoring, a girl was found locked at home in ward no. 8, and a young man was found bound in ward no. 18. Both had been treated inhumanely; some of them were tied up and others were kept in a chicken coop.
The division has condemned the act and said that such action was wrong in terms of human rights and reminded the concerned parents and guardians.
