Bisu Rai, a 14-year-old boy of Dharan Sub-Metropolis-15, was brutally beaten in police custody in Dharan of Sunsari district. Rai, who was injured in the police beating, has become mentally deranged.
According to the victim, Ram Bilas Sardar, a constable of Shyamchowk Police Post at Dharan-15, hit his foot with an iron rod and a pipe on the basis of a verbal complaint of missing cash from the house of a local Som Rai. After beating the boy at Shyamchowk Police Poston July 12, Constable Sardar handed over the boy to the Area Police Office, Dharan. The victim further mentioned that he was again beaten at the Area Police Office, Dharan. The boy was released on July 12 evening after his parents and locals went to the office to protest.
