The administration of Parsa National Park Lamitar in Manahari village of West Makwanpur park administration took control of the tractor and its driver from Jamire to Lamitar post on September 23 and then physically assaulted them for no apparent reason. In response to this incident, on September 24, business entrepreneurs and workers led by the West Makwanpur Tractor Business Association picketed the office of Razaiya and Parsa National Park Lamitar in Manahari village of West Makwanpur.
After drawing the villagers' attention to the driver's beating, they gathered at the Padampokhari Sector Lamitar Post for a discussion. Vice President Manila Bista, Ward No. 9 President Sadhuram Adhikari, Narayan Shrestha Tractor Dealers Association President Babu Syangtan, Vice President Somraj Rai, Tractor Dealers and workers participated in the discussion on behalf of the rural municipality. The business entrepreneurs demanded that the administration's hegemony be ended, claiming that drivers were beaten and behaved inappropriately.
