At the executive meeting, Suryanarayan Mandal, chairperson of Saptari's Chhinnamasta Rural Municipality, and Usha Kumari Mandal, vice-chairperson, clashed. During the brawl, Mandal lost two teeth, and the vice-president complained of minor hand injuries. At the village executive office, a clash erupted between the two people's representatives over the distribution of wheat seeds under the farmer's subsidy program.

In the Chhinnamasta Municipality, development work has also come to a halt due to the absence of village councils for the past two fiscal years. Even the employees had gone months without being paid. Only a week ago, the village assembly for the previous fiscal year was held. However, there has been a public disagreement over budget distribution between the chairperson and vice-chairperson.
