Voting on the election day in Puthauttarganga rural municipality-2, Pelma of Rukum (East) did not start on time due to dispute between Nepali Congress and CPN (Maoist Center) cadres.  According to the Chief District Officer Krishna Bahadur Khadka, the polling process has been delayed due to conflict between the parties. According to Khadka, Maoist Center and Congress cadres had clashed the previous day on Thursday. Nepali Congress demanded their injured cadres to be rescued on helicoptor but Maoist Center claimed that the injury were minor and not serious enough to require airlift through helicoptor. Congress refused to take part in the election until their cadres were airlifted, according to local journalist Sarjana Karki.
