November 29, Rupa Nanda Neupane of Binayak-1 has lodged a complaint at NHRC regional office of Dhangadi on November 27 accusing police of beating up his son after illegally detaining him Netra Prasad Neupane. He was detained after he asked for his jewelries kept by the police a month ago, claimed Rupa Nanda.
The complaint accuses police of beating his son Netra Prasad Neupane with pipe after handcuffing him. According to Rupa Nanda, his son was threatened by police constable Bhupendra Singh Samant not to ask for the jewelries and leave the country. The complaint also demanded for the protection of "Right to Life" of his son and right to use the property earned through legal means.
The district police of Accham denied the allegation. DSP Dipendra Shahi of DPO denied of beating him in custody. The jewelries were confiscated by the police after one of his relative lodged a complaint against Netra Prasad stating that he stole the jewelries from India. He was arrested by the police on October 21 and was detained for 10 days. The confiscated jewelries have already been sent to Interpol by the DPO on November 26, police said.
