NHRC Issues Instructions for HR Protection and Promotion in FW

National Human Rights Commission has stated that a high-level team led by its member Govinda Sharma Poudyal has issued instructions for improvement of human rights in Far-Western region after a monitoring visit of the districts of Achham, Doti, Dadeldhura and Kailali. During the monitoring, the team found that none of the government offices in Dadeldhura, Achham and Doti had the staffs as per the number of positions, long absence of the office heads in most of the offices including the Regional Administration Office and poor communication of the Human Rights National Action Plan, a statement issued on January 2 by NHRC spokesperson Mohana Ansari read. The statement further mentioned that doctors in the hospitals in the districts of the region have been absent for a long time, lack of hospital equipment including X-ray machine, shortage of crucial vaccines like BCG and Measles for the last three months, non-availability of the medicines distributed free of cost by the government and no ICU in any hospital of the region. The region also have other issues like chhaupadi practice, freed haliya, kamlaris and kamaiyas, child marriage and polygamy, HIV and shortage of textbooks. The prisons of Kailali, Achham and Dadeldhura had inmates beyond the capacity, poor physical condition of the prisons and lack of adequate space and facilities including drinking water and treatment. The statement also added information that NHRC had summoned and inquired CDO of Dhanusha district after calling him through Home Ministry to ask about the non-cooperation on NHRC’s request for a meeting to discuss the issue of Janakpur’s Godar incident and the district’s human rights situation. राष
