The National Human Rights Commission has called back all its monitoring teams deployed in Tarai-Madhes following attack on one of its team in Jutpani of Sarlahi on December 3. Mohona Ansari, Commission and Spokesperson of NHRC said that an emergency meeting of the NHRC held on December 4 decided to withdrew its teams. Ansari added that such attack had serious impact on the independent monitoring of the agitation carried out by NHRC at a time when international communities, including UN had been expressing concerns repeatedly over the ongoing protest in Tarai-Madhes. According to Communication Officer of NHRC Smriti Giri, five monitoring teams were on the field in 11 districts where protests were being held. All teams will return to Kathmandu by today evening following today's decision, Giri said. A press statement issued after the meeting urged government and agitating parties to be sensitive towards human rights, immediately stop causing damage to life and properties though attacks on vehicles being operated for humanitarian services like ambulances and human rights defenders. The constitutional rights body also called on to carry out protests in peaceful manner. "The Commission is serious as such brutal incident has taken place in context of the leadership of agitating Morcha asking in return and verbally to monitor the Madhes agitation regularly," the statement reads. The Commission said protesters in the region also torched ambulances and medicine-laden trucks while burned various persons alive. Such incidents are against sentiments of the Constitution, UN Declaration on Human Rights Defenders 1998, of which Nepal is a signatory, and other international laws, maintained the Commission. It has urged the protesting parties to look into the cases and find the culprits. Ramesh Prasad Timalsina राष्ट्रिय मानव अधिकार आयोगले मङ्सिर १७ गते सर्लाहीको जुटपानीमा आयोगको टोलीमाथि गरिएको आक्रमणको घोर भर्त्सना गर्दै अनुगमनमा खटिएका सबै टोलीलाई फिर्ता बलाएको छ । आयोगको मङ्सीर १८ गते बसेको आकस्मिक बैठकले तराई मधेशमा भइरहेको आन्दोलनको बारेमा संयुक्त राष्ट्र सङ्घलगायत अन्तर्राष्ट्रिय समुदायले पटक-पटक चासो व्यक्त गरिरहेको सर्न्दर्भमा यस्ता घटनाबाट आन्दोलनको क्रममा आयोगबाट भइरहेको स्वतन्त्र अनुगमनको कार्यमासमेत गम्भीर प्रभाव परेको आयोगको निष्कर्ष निकालेको आयोगकी प्रवक्ता एवम् सदस्य मोहना अन्सारीले बताईन् । आयोगकी सञ्चार अधिकृत स्मृति गिरीकाअनुसार तराई आन्दोलन प्रभावित ११ ओटा जिल्लामा आयोगका पाँच ओटा टोली अनुगमनका लागि खटिएको थियो । उपनिर्देशक यज्ञप्रसाद अधिकारी नेतृत्वको टोली सिराह, सप्तरी र सुनसरी, उपनिर्देशक टिकाराम पोखरेल नेतृत्वको टोली झापा र मोरङ, मानवअधिकार अधिकृत नितु गड्तौला नेतृत्वको टोली धनुषा र महोत्तरी, मानवअधिकार अधिकृत बुद्धनारायण साहनी नेतृत्वको टोली बारा र पर्सा तथा मानवअधिकार अधिकृत सरिता ज्ञवाली नेतृत्वको टोली सर्लाही र रौतहटमा परिचालित रहेको पनि गिरीले जानकारी दिइन् । आयोगको आज बसेको बैठकको निर्णयसँगै पाँचै टोली आज साँझसम्म काठमाडौँ फर्किइसक्ने सञ्चार अधिकृत गिरिले जानकारी दिएकी छन् । 'सरकार तथा आन्दोलनकारी दलहरुलाई मानव अधिकारप्रति संवेदशील हुन, सर्वसाधारण, सञ्चारकर्मी, मानवअधिकार रक्षक तथा एम्बुलेन्स जस्ता मानवीय सेवामा खटिएका सवारीमा समेत आक्रमण गरी जनधनको क्षति पुर्‍याउने कार्य अबिलम्ब रोक्न र शान्तिपूर्णरूपमा आफ्नो कार्यक्रम सञ्चालन गर्न आयोगले आग्रह गरिआएको छ ।' -बैठकपछि आयोगद्वारा जारी विज्ञप्तिमा भनिएको छ । 'आन्दोलनकारी मोर्चाका केन्द्रीय नेतृत्व स्वयम्ले आयोगमा उपस्थित भई मधेश आन्दोलनको निरन्तर अनुगमन गरिदिन लिखित तथा मौखिक अनुरोध समेत गरिएको सर्न्दर्भमा यस किसिमका बर्वरतापूर्ण घटना हुन जानुबाट आयोग गम्भीर छ ।'-विज्ञप्तिमा उल्लेख छ । नेपालको संविधान, नेपाल पक्ष भएको मानव अधिकार रक्षकसम्बन्धी संयुक्त राष्ट्रसङ्घीय घोषणा पत्र १९९८, मानव अधिकारसम्बन्धी अन्तर्राष्ट्रिय सन्धि र प्रचलित कानून विपरीत सर्वसाधारण, सञ्चारकर्मी मानव अधिकार रक्षक र मानवीय सेवामा खटिएका व्यक्तिमाथि आक्रमण, तोडफोड र आगजनी गर्ने तथा क्षति पुर्‍याउने व्यक्तिहरूका बारेमा अनुसन्धान गरी दोषी पत्ता लगाएर तत्काल कानुनबमोजिम कारबाही गर्नसमेत आयोगले आग्रह गरेको छ । विज्ञप्तिमा भनिएको छ -'विगतमा पनि अनुगमनको कार्यमा कहीँ कतैबाट व्यवधान नपुर्‍याइएको तथ्य स्मरण गराउँदै हालको आन्दोलनमा बिरामी बोकेका एम्बुलेन्स जलाउने, जिउँदै मान्छे जलाउने र औषधी बोकेको सवारी साधन जलाउने जस्ता कार्यको आयोग निन्दासमेत गर्दछ । समस्त मानव अधिकार रक्षक विरुद्घ भएको यस्ता आक्रमणका दोषी पत्ता लगाउन आन्दोलन आह्वानकर्तालाई आयोग आग्रह गर्दछ ।' रमेशप्रसाद तिमल्सिना
