Netra Bikram Chand (Biplov) led CPN-M have formed a 'district people's government' in Jumla on March 8. The party formed a 15-member 'people's government' led by Ram Prasad in the presence of People's Council Central Member Bharat Bam. The announcement was made at a press meet organized in Dhapa VDC in the Sinja area. The party said that it would now defy the structures of present government and would implement the constitution made by the party. According to Provincial Chief of the party Chandrabir Tiruwa, middlemen and corruption would come under the target of the party's campaign. He said that the consitution promulgated without CPN-M's participation is not people's constitution. Man Datta Rawal
