राजविराजस्थित सप्तरी कारागारमा पाँच जना नाबालक बन्दी जीवन बिताइरहेका छन् । फकिरा गाविस-१ का १४ वर्षीय गेलाई भन्ने अजयकुमार मुखिया, इटहरी विष्णुपुर गाविस-५ का १४ वर्षीय बिरेन्द्रकुमार राम, धरमपुर गाविस-७ का १४ वर्षीय सुनरजित मण्डल, राजविराज नपा-४ का साढे १५ वर्षीय बिजयकुमार दास, राजविराज नपा-७ का १६ वर्षीय अनवारुलले बन्दी जीवन बिताइरहनु परेको हो ।

 

अपहरण तथा शरीर बन्धक मुद्दामा अजयकुमार मुखिया, ज्यान मार्ने उद्योगमा बिरेन्द्रकुमार राम तथा जबरजस्तीकरणी मुद्दामा सुनरजित मण्डल, बिजयकुमार दास र अनवारुल पुर्पक्षका लागि सप्तरी कारागारमा छन् । अजयकुमार मुखिया ०६८ चैत २१ गतेदेखि, वीरेन्द्रकुमार राम ०६९ भदौ १७ गतेदेखि, सुनरजित मण्डल ०६९ असार १४ गतेदेखि तथा विजयकुमार दास र अनवारुल ०६९ जेठ १९ गतेदेखि कारागारमा छन् ।

 

ज्यान मार्ने उद्योग मुद्दामा गिरफ्तार भएका कोचाभखारी गाविस-७ का रञ्जितकुमार साह १६ वर्षभन्दा कम उमेर भएको आधारमा अदालतको आदेशले साधारण तारेखमा रिहा गर्ने आदेश गरेपनि आफूले वकिल राख्न नसक्दा कारागारमा बस्नु परेको बिरेन्द्रकुमार रामको भनाइ छ ।

 

अपहरण, ज्यान मार्ने उद्योग र जबर्जस्तीकरणी मुद्दाको अनुसन्धान र फैसलामा लामो समय लाग्ने भएकाले उनीहरू पनि सो समयसम्म जेलमा बस्न बाध्य भएका हुन् । कारागारमा बस्न बाध्य ती बालकहरूलाई कारागारको वातावरण र कोचाकोचले समस्या पारेको छ । उनीहरूलाई उचित आहार, शिक्षा, स्वास्थ्यको व्यवस्था पनि हुन सकेको छैन ।

 

२००८ सालमा निर्माण गरिएको सप्तरी कारागारमा एक सय २५ जना कैदी बन्दीको क्षमता भए पनि अहिले एक सय ९४ जना कैदी बन्दीलाई राखिएको छ ।

Five juveniles have been languishing in the district jail in Rajbiraj since six months.

 

Those held in the district jail are Ajay Kumar Mukhiya alias Gelai, 14, of Phakira1, Birendra Kumar Ram, 14, of Itahari Bishnupur5, Sunarjit Mandal, 14, of Dharampur7, Bijay Kumar Das, 15, of RajbirajN.P.4 and Anawarul, 16, of RajbirajN.P.7.

 

Ajay Kumar is remanded in the jail on an abduction case while Birendra Kumar is remanded on attempted murder case. Sunarjit, Bijay Kumar and Anawarul are remanded on rape case. They are kept in the district jail from different dates since six months.

 

Birendra Kumar said that though the court had ordered to release him on general date, he was still kept in the jail as he could not afford to keep a lawyer.

 

The minors have to stay in jail for a long period of time as investigation and decision on cases of abduction, attempted murder and rape takes long time. They are facing problems as they are compelled to stay with other inmates in the jail. Facilities for their education, health, proper food has not arranged in the over crowded jail.

 

194 inmates are kept in the jail which has the capacity to hold 125 inmates.
