Police have arrested Dev Kumar Sada,23 of Bakdhuwa VDC-2 on June 23 on the charge of raping an 18-years-old woman. The complaint against the accused was lodged at District Police Office after 11 months on June 5 and was arrested from the village according to DSP Dan Bahadur Karki. The complaint against the accused was registered after an ordinance was issued by the court against him on the charge of raping a woman on 2015, July 7 according to Saptari Police.
The victim had lodged an application at appellate court on July 14 demanding to issue an ordinance against District Police Office and District Administration Office after they both denied of registering her complaint. An ordinance was issued by a bench of appellate court judge duo Madhav Prasad Pokhrel and Raj Kumar Bon on 2016 March 27 to register the case. Only after that, the police had initiated the incident.
