The Central Investigation Bureau of Nepal Police arrested a 63-year-old German national on the charge of paedophilia and rescued two minors from his clutches yesterday. Superintendent of Police Jeevan Shrestha, Spokesperson for Central Investigation Bureau, said they raided a rented room in Bhotebahal, Kathmandu Metropolitan City-11, and apprehended Hans Jurgen Gustav Dahm aka Yogen (passport number C8WV4229W) of Sophiea Street 24, Germany, in the act of molesting under-age Nepali boys. Kathmandu District Court has remanded the German national to seven-day judicial custody for further investigation. “We were keeping constant vigil acting on information that a section of foreign citizens are molesting children and making them victims of paedophilia. The arrest of the German citizen was part of this operation,” SP Shrestha said. The German national lured children with money and delicacies and brought them to his room, where the suspected paedophile preyed on them. According to Number 9(A) of Chapter 14 of Muluki Ain, a person who commits sodomy (any kind of unnatural sexual intercourse) with a minor shall be considered to have committed an offence of rape and the offender shall be liable to nine to 13 years of imprisonment. The court will also make an order to provide appropriate compensation to such a minor from the offender upon considering the age and trauma suffered by the victim. Sexual exploitation of minors by international tourists, especially men, has become a growing menace in Kathmandu Valley. Central Investigation Bureau has arrested five foreigners on paedophile charges from the Valley over a period of one year. SP Shrestha said the supreme investigating body of Nepal Police was keeping constant vigil against foreign citizens who came to Nepal to molest minors under the cover of tourists. According to Central Investigation Bureau, child molestation is a very secret crime and it does not come to light unless the victims muster up the courage to tell others, which is why most cases go unreported. Foreign paedophiles take advantage of a young mind and try to make it look consensual, besides using fear to keep the victims silent. They are also capitalising on the innocence of Nepali children.
