Eight Tortured in One Month

They have been tortured after arrest on various charges. Police beat Shiva Gurung of Korenpur in Nepalgunj Municipality-17 with baton on the soles of his feet on June 21. He has been charged with public offense and remanded in custody on June 27. Binu Shrestha of Advocacy Forum informed that police beat Islam Shain, 28, of Bahraich, India with plastic pipe on the soles of his feet and head for more than 200 times on July 2 on charge of drug trafficking. Likewise, Hari Bhakta Shahi, 20, of Kohlapur VDC-3 and Raju Oli, 17, of Rajena VDC-7 were beaten in police custody on July 5 on charge of stealing goat. Shahi was released after posting a bail of Rs 17,000 on August 4 while Oli is still in custody for failing to deposit the bail amount. Jhup Bahadur Bista, 37, of Kachanapur VDC-7 was arrested and tortured on charge of stepping on the leg of a head constable of Police Post Gabharpur, Agaiya on July 16. Bista sustained injuries to his eye, teeth, chest and back in the torture. Dambar Khattri who was arrested with Bista also complained of police torture. Similarly, Wakil Khan, 32, of Halbaldoli in Bankatti VDC-2 was tortured after arrest by Police post Bankatti on July 8. Arrested on charge of stealing plant saplings from a nursery, Khan was beaten after being taken to the police post. Soles of his feet were swollen in the torture due to which he could not walk. Padam Bahadur Shahi, 42, of Pitmari in Naubasta VDC-2 was arrested and tortured by Area Police Office Kohalpur over a dispute on vehicle fare on June 23. Shahi lost his teeth in the police torture. According to Basanta Gautam, Regional Coordinator of Advocacy Forum, Shahi and Bista have registered a case at the District Court on July 24 with legal support from AF demanding compensation and action. Earlier, the District Court had confirmed police torture in police custody in two cases and ordered to provide compensation to Harkali Pun and Nijamuddin Shesh. Gautam said that though commitment was expressed to take action against the culprit policemen, no action had been taken against them.
