Three persons, including Tapman Bista, son of Mayor Omprakash Bista of Kamal Bazar Municipality of Achham, were arrested on Tuesday night, October 6 for beating up engineer Naresh Neupane pressurizing him to raise the bill for the non-existent work. Among the arrested are Madan Bista, an ambulance driver of the municipality and Dinesh Bista, the grandson of the mayor.

Meanwhile, the rights forum is against this act and a statement was issued by the chairman of the forum Ram Bahadur Bhandari drawing the serious attention towards the deadly attack on Engineer Neupane and requested the municipality to punish the culprit for justice. The statement said, "There is little to condemn the cowardly and inhumane treatment meted out to a public servant who provides services on the basis of policy, method, practice and the prevailing law."

They warned to go for legal redress if immediate concrete steps are not taken for legal redress and also strongly demanded immediate medical treatment for the victims.
