Action sought against death in detention

Leaders of 10 political parties have demanded action against 11 cops including DSP Rajib Basnet as per the recommendation of National Human Rights Commission charging them of brutality that caused the death of a detainee a year ago, in Khotang. Earlier, NHRC had recommended immediate penalty against the cops citing extreme torture as the cause of Kiran Rai’s death. Rai, 18, of Pathe died while in detention. Leaders of Nepali Congress, CPN-UML, UCPN-Maoist, Federal Socialist Party, RPP-Nepal, and CPN-Maoist, among other parties, demanded prompt implementation of the commission’s recommendation, while submitting an MoU at the sub-regional office of the commission in Diktel, today. As the authority didn’t take any action against security personnel so far, they were enraged. Rai died last year, a month after he was detained in police custody. The commission had issued a report that he died due to multiple injury in the lower limbs. Following Rai’s death, the commission had recommended that the office of the Prime Minister and Council of Ministers take departmental action against DSP Rajiv Basnet, Inspector Ramesh Kumar Dev, SIs Mahendra Khatri and mukunda Prasad Bidari, head constable Suresh Prasad Yadav, constables Nakul Rai, Ram Kumar Bogati, Kailash Khatri, Chandra Khadka, Dev Raj Majhi and Narayan Khadka. The commission had also mulled providing Rs 300, 000 as compensation to the families of the deceased. But, none of the recommendations have been implemented so far, lamented Ranjip Rai the kin of the deceased. Loknath Ghimire, acting chief of the commission’s sub-regional office, Khotang, said they had informed the commission’s central office about the demand of the leaders. The victim’s father Buddhi Bahadur Rai sais the District Police Office refused to receive a complaint against the 11 cops on January 14, 2014. He then lodged a complaint against them at the sub-regional office on July 28. According to the victim’s kin, though Rai died due to excessive torture as per the post mortem report and the human rights commission’s report, the authority did not take any legal action against the cops at fault. Rai was charged with the murder of Dhruba Shrestha of Kharmi-6. He was held from Buipa while fleeing from custody.
