Parsa, Manashik birami ama ko bachha haru khatarnak jivan ma bachnu parne bhadya. A woman and her two children have been compelled to live under the open sky since the past two months. The woman, who seems mentally disabled, has been living under such treacherous conditions with her children at the Lal Bangla premises, which lies north of the proposed BP Park site in Birgunj sub-metropolis. The woman, who looks to be of Tarai origin and aged around 40, has been living at the premises with her daughter, who is aged about three-years old and an infant, who looks under-fed and suffering from severe malnutrition. According to one Nikita Subedi, a local resident, the woman seems to have lost her mind completely. “Even when we try to give her food and clothing out of mercy, she shouts and tries to attack us. But she probably does that out of the fear that we may separate her from her children,” Subedi said, adding that the mother and her two children eat if somebody gives them food out of mercy, otherwise they remain hungry. Subedi complained that when she approached an NGO working for the homeless and the destitute and asked them to provide shelter and food to the hapless mother and the two children, they had told her that they were helpless as their quota had already been filled. “I did not know they worked in quotas,” said Subedi, lashing out at the NGOs whom she accused of backing out whenever it comes to doing something good without expecting any return. Like Subedi, another local Sudarshan Aryal said that although the family had been living a stone’s throw away from important government offices, it was surprising that the authorities have not done anything to help the family. While the District Police Office and its Women and Children Cell are located just 50 metres to the west, the Indian Honorary Consulate is adjacent to the Park premises. Stating that the mentally unstable mother might harm her children unknowingly, Aryal said that the family should be rescued immediately. When this scribe approached the woman and her two children, at first they seemed reluctant to talk. But later the mother asked for some money saying that she was very hungry. The woman, who could not even recall her name let alone her address, said showing bruises and wounds all over her body that she was a victim of domestic violence and was thrown out of her house.
