A Dalit man has lodged a complaint of caste discrimination against Secretary and other officials for scolding and beating the him in VDC office while trying to register his daughter’s birth certificate. Harijan accused Palhi VDC’s Secretary Nandalal Kumhaal of beating him calling him "Chamar". Harijan had gone to VDC Office on 16 November to register his daughter's birth certificate at 11 am while the secretary and other officials were sitting outside the office. Harijan had come to VDC on the 15th day of his daughter's birth. According to him the Secretary and other officials beat him telling him. "You Chamar, do you have to come so fast in 15 days itself for certificate". However, Police have not yet registered the complaint instead pressuring to settle the issue by table talk according to Harijan. The secretary and other officials in defense have stated that Harijan was the one who come in the office and scolded officials for delaying his work. The accused secretary has also lodged an application for his security in office to District Administration Office. जन्मदर्ता गराउन गाविसमा जाँदा सचिवले आफुलाई चमार भन्दै गाली गरी पिट्ने सचिव विरुद्ध दलित उत्पिडानमा पीडितले जाहेरी दिएका छन् । पाल्ही गाविसका सचिव नन्दलाल कुम्हालले आफ्नो काम गर्नु भन्दा उल्टै गाली गर्दै पिटेको आरोप लगाउदै सोहि गाविसका स्थानिय करन हरिजनले प्रहरिमा जाहेरी दरखास्त दिएका छन् । बुधवार विहान गाविसमा छोरीको जन्मदर्ता लिना आएका स्थानिय हरिजनलाई गाली गर्दै थप्पडै थप्पड पिटेको गुनासो गरेको थिए । छोरी जन्मेको १५ दिन छोरीको जन्मा दर्ता लिना गाविस पुगेका हरिजनलाई त चम्मर १५ दिन भाछैन कि जन्मदर्ता लिना आइहालिस् भन्दै सचिव एवं सहयोगिहरु मिली हरिजनलाई कुटपिट गरेको दुखेसो उनले सुनाए । ११ बजेको समयमा गाविस सचिव एवं सहयोगिहरु कार्यालय बाहिर बसी घाम ताप्दै एवं गफिदै गर्दा हरिजनले पटक पटक जन्मा दर्ताको फर्म भर्न र बनाइ दिन आग्रह गरेपछी सचिवले झन्केर त चमारले बिहानइ हाम्रो बोहनी विगार्यो , यसलाई आज कुट्न पर्छ भन्दै आक्रोशित भइ कुटपिट गरेको पीडितले आरोप छ । प्रहरीले उजुरी दर्ता गर्न नमानेको र छलफलबाट यो मुद्धा टुङुयाउन भनिरहेको हरिजनको गुनासो छ । यता सचिव कुम्हालले कार्यालयमा आएर हरिजनले कर्मचारी र आफुलाई समेत गाली गलौच गरेको बताएका छन् ।
