Jhapa/ May 27 The guard and the monitor of the internal administration of the district prison Jhapa have been illegally collecting money from the inmates. One inmate said that they have been paying from rupees 1,000 to 3,000 for in the name of the bills for water, electricity and registration. He further said that the inmates are inflicted physical and mental torture if they did not provide the amount. Family of the inmates complained that the guard and monitor of the prison were taking amount by forcibly making the inmates ask their family to bring the amount. News of donation drive inside the Jhapa prison has been coming out time and again. The prison having the capacity of 200 inmates is overcrowded with 500. When asked jailer Sujan Fago said that he would "slowly get the details" about the extortion. The internal guard of the prison Ranjit Rai said that only rupees 350 is taken from the inmates for library membership. Regional Office of National Human Rights Commission (NHRC) Biratnagar had confirmed that the inmates at the women prison were inflicted mental and physical torture after conducting a fact finding mission on the complaint filed regarding the torture last month. Arjun Basnet झापा । जेठ १३ गते जिल्ला कारागार झापामा रहेका कैदी बन्दीहरूसँग आन्तरिक प्रशासनका चौकीदार तथा नाइकेले अवैधानिक रुपमा चन्दा सङ्कलन गर्ने गरेका छन् । कारागारमा रहेको खानेपानीको बिल, बिजुलीको बिल तिर्न तथा दर्ता शुल्कको नाममा पुर्पक्ष तथा सजायको लागि जेल पठाइएकाहरूलाई जनही १ देखि ३ हजारसम्म रुपियाँसम्म शुल्क लिने तथा शुल्क नदिए शारीरिक र मानसिक यातना दिने गरेको एक बन्दीले बताए । त्यस्तै जेलबाट थुनामा रहेका कैदी बन्दीहरूलाई आफ्नो अभिभावकहरूसँग फोन मार्फत जबरजस्ती पैसा माग्न लगाई सो पैसा चौकीदार र नाइकेहरूले लिने गरेको बन्दीका आफन्तजनले बताए । झापा कारागारमा विगत ६ महिना अघिदेखि चन्दा आतङ्क मच्चाएको खबर पटक पटक बाहिर आइरहेको छ । २ सय क्षमता रहेको यस कारागारमा हाल ५ सय भन्दा बढी कैदी बन्दीहरू रहेका छन् । झापा कारागारका जेलर सुजन फागोलाई घट्नाको जानकारी गराउँदै वास्तविकता बुझ्न फोन सम्पर्क गर्दा विस्तारै कुरा बुझौँला भन्दै हल्कारुपमा प्रस्तुत भइ गैरजिम्मेवारीपूर्ण जवाफ दिएका थिए । आन्तरिक प्रशासनका चौकीदार रञ्जित राईले पुस्तकालयको लागि सदस्यता शुल्क ३ सय ५० रुपियाँ लिने नियम रहेको र सो को अलवा कुनै रकम नलिने गरेको बताए । गत महिना कारागारको महिला तर्फको कारागारमा कैदी बन्दीहरूलाई चरम मानसिक र शारीरिक यातना दिइएको विषयमा उजुरी परेपछि राष्ट्रिय मानव अधिकार आयोग क्षेत्रिय कार्यालय विराटनगरले स्थलगत अध्ययन गरी यातना हुने गरेको ठहर गरेको थियो । अर्जुन बस्नेत
