Lalitpur/December 3 30 political parties are set to represent the new Constituent Assembly as per the allocation of seats to the parties under Proportional Representation (PR) category. The number of political parties representing in the new CA was fixed on the basis of allocation of Proportional Representation (PR) seats to the different political parties by the Election Commission (EC) following the number of PR votes they garnered in the November 19 CA election. Only 30 parties have been successful in getting the PR seats though the number of political parties taking part in the PR electoral system was 122 in this election. As per the provision, parties garnerring at least 21,000 votes have received a PR seat. Under the PR system, the entire country is taken as a single constituency and PR seat is allocated to the parties on the ratio of votes they received across the country. Election Officer of the Election Commission Nagendra Dahal informed about the PR votes garnered by the parties and the seats won by them. As per the election ordinance, the political parties attaining the PR seats will have to present a name list of selected candidates to the EC by December 10. The parties have to allocate 50 per cent of the seats for women, 15.6 percent for Madhesi men and 15.6 for Madhesi women, 6.5 each for dalit men and women, 18.9 per cent each for Janajati men and women, 2.2 per cent for backward community, and 15.1 per cent each for Khas Arya men and women from their closed lists. Out of 601 seats in the new CA, 335 are allocated to the PR system. A total of 10,709 candidates from 122 political parties were in the race for 335 seats. According to EC, the total voters' turnout under the PR system was 9,463,862. The parties that been able to secure their seats in the CA are Nepali Congress (NC), CPN-UML, UCPN-Maoist, Rastriya Prajatantra Party-Nepal (RPP-N), CPN-ML, Terai Madhes Loktantrik Party (TMLP), Sadbhawana Party, Rastriya Prajatantra Party (RPP), Madhesi Janadhikar Forum-Democratic (MJF-D), Sanghiya Loktantrik Rastriya Manch (Tharuhat), Nepal Pariwal Dal, Rastriya Janamukti Party, Samajbadi Janata Party, Madhesi Janadhikar Forum Nepal (MJF-N) and Rastriya Janamorcha. Similarly, Nepal Communist Party (United), Nepali Janata Dal, Nepal Workers' and Peasants' Party, Dalit Janajati Party, Terai Madhes Sadbhawana Party Nepal, Madhesi Janadhikar Forum (Republican), Nepa Rastriya Party, Sanghiya Sadbhawana Party, Rastriya Madhes Samajbadi Party, Khumbuwan Rastriya Morcha, Akhanda Nepal Party, Tharuhat Terai Party Nepal, Sanghiya Samajbadi Party Nepal, Janajagaran Party Nepal and Madhesi Samata Party Nepal are also to be represented in the new CA. ललितपुर । ०७० मङ्सिर १८ गते, गत मङ्सिर ४ गते सम्पन्न निर्वाचनबाट गठन हुन लागेको नयाँ संविधानसभामा ३० दलको सहभागिता हुने पक्कापक्की भएको छ । अघिल्लो संविधानसभामा भने २५ दलको मात्रै सहभागिता रहेको थियो । निर्वाचन आयोगले मङ्सिर १८ गते आयोजित पत्रकार सम्मेलनमा समानुपातिक निर्वाचन प्रणालीअन्तर्गत दलले प्राप्त गरेको मतसङ्ख्याको आधारमा सिट बाँडफाँड गर्दा सो सहभागिता हुने देखिएको हो । निर्वाचनमा भाग लिएका १ सय २२ दलमध्ये ३० दलले मात्र सो निर्वाचन प्रणालीअन्तर्गतको सिट सङ्ख्या प्राप्त गर्न सफल भएका हुन् । यसपटक निर्वाचनमा कम्तीमा २१ हजारभन्दा बढी मत प्राप्त गरेका दलले एक सिट प्राप्त गरेका छन् । देशलाई एउटै निर्वाचन क्षेत्र निर्धारण गरी दलले प्राप्त गरेका मतका आधारमा संविधानसभामा सिट सङ्ख्या बाँडफाँड हुने निर्वाचन प्रणाली नै समानुपातिक निर्वाचन हो । सेन्टलग मतविभाजक सुत्रका आधारमा सिट विभाजन भएको आयोगले जनाएको छ । कार्यक्रममा समानुपातिक निर्वाचन प्रणालीका निर्वाचन अधिकृत नगेन्द्र दाहालले दलले प्राप्त गरेका मतसङ्ख्या र दलले प्राप्त गरेका सिट बाँडफाँडको जानकारी दिएका छन् । निर्वाचन अध्यादेश अनुसार अब दलले प्राप्त गरेका सिट सङ्ख्यामा बन्दसूचीबाट उम्मेदवारका नामावली मङ्सिर २५ गतेभित्र आयोगमा पेस गर्नु पर्नेछ । यसरी उम्मेदवार पेस गर्दा ५० प्रतिशत महिला, मधेसी पुरुष १५.६ र महिला १५.६, दलित महिला ६.५ र पुरुष ६.५, उत्पीडित जाति जनजाति पुरुष १८.९ र महिला १८.९, पिछडिएका वर्ग २.२ र खस आर्य तथा अन्य पुरुष १५.१ र महिला १५.१ प्रतिशत पेस गर्नु पर्नेछ । समानुपातिक निर्वाचनको कुल ३ सय ३५ सिट सङ्ख्या रहेको छ । निर्वाचनमा भाग लिएका १ सय २२ दलका तर्फबाट १० हजार ७ सय ९ उम्मेदवार चुनावी मैदानमा रहेका थिए । समानुपातिक निर्वाचनमा कुल मत ९४ लाख ६३ हजार ८६२ मत खसेको आयोगले जनाएको छ । ती मतका आधारमा आगामी संविधानसभामा ३० दलको सहभागिता हुने देखिएको हो । यसरी सहभागी हुने दलमा नेपाली काँग्रेस, नेकपा (एमाले), एनेकपा (माओवादी), राष्ट्रिय प्रजातन्त्र पार्टी नेपाल, नेकपा (माले), तराई मधेस लोकतान्त्रिक पार्टी, सद्भावना पार्टी, राष्ट्रिय प्रजातन्त्र पार्टी, मधेसी जनअधिकार फोरम नेपाल (लोकतान्त्रिक), सङ्घीय लोकतान्त्रिक राष्ट्रिय मञ्च (थरुहट), नेपाल परिवार दल, राष्ट्रिय जनमुक्ति पार्टी, समाजवादी जनता पार्टी, मधेसी जनअधिकार फोरम नेपाल र राष्ट्रिय जनमोर्चा सहभागी हुने भएका हुन् । त्यसैगरी नेपाल कम्युनिस्ट पार्टी(संयुक्त), नेपाली जनता दल, नेपाल मजदुर किसान पार्टी, दलित जनजाति पार्टी, तराई मधेस सद्भावना पार्टी नेपाल, मधेसी जनअधिकार फोरम (गणतान्त्रिक), नेपाः राष्ट्रिय पार्टी, सङ्घीय सद्भावना पार्टी, राष्ट्रिय मधेस समाजवादी पार्टी, खुम्बुवान राष्ट्रिय मोर्चा, अखण्ड नेपाल पार्टी, थरुहट तराई पार्टी नेपाल, सङ्घीय समाजवादी पार्टी नेपाल, जनजागरण पार्टी नेपाल, मधेस समता पार्टी नेपालको संविधानसभामा सहभागिता हुनेछ । निर्वाचन आयोगका अनुसार नेपाली काँग्रेसले सबैभन्दा बढी ९१ ओटा सिट प्राप्त गरेको छ । यसपछि नेकपा (एमाले)ले ८४ ओटा, एकीकृत नेकपा (माओवादी)ले ५४, राष्ट्रिय प्रजातन्त्र पार्टी नेपालले २४ सिट प्राप्त गरेको आयोगले जनाएको छ । नेकपा (माले) ले पाँच, तराई मधेस लोकतान्त्रिक पार्टीले सात, सद्भावना पार्टीले पाँच, राष्ट्रिय प्रजातन्त्र पार्टीले १० सिट, मधेसी जनअधिकार फोरम नेपाल (लोकतान्त्रिक)ले १०, सङ्घीय लोकतान्त्रिक राष्ट्रिय मञ्च(थरुहट)ले एक सिट, नेपाल परिवार दलले दुई सिट, राष्ट्रिय जनमुक्ति पार्टीले दुई, समाजवादी जनता पार्टीले एक, मधेसी जनअधिकार फोरम नेपालले आठ, राष्ट्रिय जनमोर्चाले तीन सिट प्राप्त गरेका छन् । नेपाल कम्युनिस्ट पार्टी(संयुक्त) ले तीन सिट, नेपाली जनता दलले एक सिट, नेपाल मजदुर किसान पार्टीले तीन सिट, दलित जनजाति पार्टीले दुई सिट, तराई मधेस सद्भावना पार्टी नेपालले दुई सिट, मधेसी जनाधिकार फोरम (गणतान्त्रिक)ले एक सिट, नेपाः राष्ट्रिय पार्टीले एक सिट, सङ्घीय सद्भावना पार्टीले एक सिट, राष्ट्रिय मधेस समाजवादी पार्टीले तीन सिट, खुम्बुवान राष्ट्रिय मोर्चाले एक सिट, अखण्ड नेपाल पार्टीले एक स
