Radhe Bhandari, a hooligan leader was arrested on the charge of being involved in hooliganism. He is accused of threatening the people's representative of Siddhalek rural municipality in Dhading.

Bhandari, who is also the district vice-president of the Nepali Congress-affiliated Tarun Dal, was illegally operating a crusher to extract sand and ballast even after the expiration of the sand extraction contract by signing contract in the name of another for which the local body warned him however he threatened the people's representative instead. He was ruling over the contract lease and illegal sand mining commission in Dhading.
