"Torture should be Defined as Serious Crime"

Kapilbastu/July 3 Founding chairperson of INSEC and human rights activists Sushil Pyakurel has stressed on criminalizing torture. Speaking at a program organized on the occasion of International Day in support of victims of torture, Pyakurel said that action should be taken against the official and agency involved in inflicting torture. Saying that Nepal had ratified the Convention against Torture and that the Interim Constitution of Nepal had also recognized torture as crime, Pyakurel emphasized on amending the existing laws on torture. Chief District Officer Binod Prakash Singh said that he would direct the sub-ordinate offices to minimize incidents of torture. Coordinator of Advocacy Forum Om Prakash Aryal and advocate Bishwajit Tiwari, while presenting concept paper, highlighted continuing incidents of torture in police custody. Ram Dayal Thakur of Mahuri Home, Pushpa Regmi of Women Rights Defender Network, Parbati Pandey of Sancharika Samuha, Ram Ujagir Chaudhary of Society of Conflict victim for Justice suggested need of laws to provide compensation to torture victims from the property of those involved in inflicting torture.
