Government Refuses to Amend TRC Act

Kathmandu/July 8, The government has announced that the Act on TRC and COIDP cannot be amended despite of several comments demanding for changes in some of the provisions. Writing a reply to the Supreme Court on July 7, the government flatly said that the Act enforced by Law, Justice and Parliamentarian Affairs Ministry cannot be amended. The Supreme Court had issued “show cause notice” to the government over the writ filed by the conflict victims on June 3. In reply, the government said that the Act has been enforced based on the mandamus issued by SC. The OHCHR and a group of five UN human rights experts among other international stakeholders along with the conflict victims had been calling on the government to amend new legislation which allows for amnesties in cases of serious violations of human rights and humanitarian law issuing warning that failure to amend such provisions can attract international procedure.
