Tensions emerged in Balefi rural municipality ward no 2 after the ward chairperson halted construction of the ward house, insisting that the work be done through the consumer committee. Ward Chairperson Chabilal Neupane directed the filling of the holes dug in the construction site of the ward building on May 1. The rural municipality, according to the chairperson, established a separate consumer committee and began construction work. The protestors requested that the consumer committee they created be allowed to function.

After the establishment of two customer committees for the construction, the office was padlocked on April 28 under the leadership of the chairperson.
