Om Bikram Katuwal, the Chief of the Mahalakshmi Municipality's Planning Branch, alleges that he was beaten by service receiver Baldeep Rai, a local businessman, as he had delayed in submitting the payment file. The consumer committee had used Baldeep Rai's dozer and the payment is to be made by the municipality to the consumer committee. But, Rai assaulted Katwal demanding the payment should be given to him. However, businessman Baldip Rai said that there was an argument, but he has not assaulted Katuwal.
