Young Communist League (YCL) a sister wing of Nepal Communist Party- Maoist Center (NCP-MC) padlocked Dharan Sub-metropolitan Committee's Office on October 5 demanding the end of escalating contention among party panels in the Sunsari district committee. The YCL cadres stated that the lock shall be opened only after the senior leaders of the district solve the disputes among each other. Before that, the Sunsari district coordination committee of NCP-MC had padlocked the provincial party office on October 3.

The debate between two panels came to the surface after the provincial committee replaced Yogendra Prasad Mandal by Surendra Mehta as coordinator of Sunsari district coordination committee, and made Mandal Vice-in charge of Sunsari district. Some days back, Mehta was nominated as a provincial committee member of UML in province 1, after which he released a statement mentioning that he is still in NCP-MC. There is dissatisfaction among cadres of Sunsari NCP-MC for nominating Mehta as District Coordinator, as he was believed to have followed Ram Bahadur Thapa (Badal) to UML. 

The provincial committee decided about a change in a role on September 23, without the knowledge of the district in charge and vice-in charge. Later on September 29, the provincial committee also made a decision to replace Fokkahang Subba by Aindra Bikram Begha as chairperson of the Dharan Sub Metropolitan Committee, making Subba as district vice-in charge. Subba was nominated in the position by the district committee. Whereas the secretary, Sudarshan Shrestha is also assuming the role of chairperson of the committee at present.
