The party cadres of Nepal Communist Party led by Netra Bikram Chand- Biplav padlocked the census office at Darchula on October 29 demanding to conduct census in Kalapani, Lipulekh and Limpiyadhura. These disputed areas are in control of India. The three-party cadres called the employees outside the office to have discussion about the census. The Census Officer Padam Raj Pandey said that, one of them engaged the employees in conversation while two other padlocked the office and  kept black flag in the office board. The lock was opened by Police on the same day after they were informed.
