Duty bearers of the consumer committee padlocked the Infrastructure development office in Janakpur on July 13 demanding arrears payment. The demonstrators agitated after the arrears of the schemes completed in 2078/79 were not paid. The first phase of the demonstration was to lock the staff of the office inside and padlocking.

Ashutosh Jha of the consumer committee alleged that after completing the work, they deposited the completed plans file in the office before July 7, but the engineer and accountant of the office did not make the check because the server was down. He further added that We stayed in the office until 12:00 at night on July 9 but they weren't paid.
