60-year-old Hari Bahadur Chhetri, the ward chairperson of Tilottama Municipality-4, was abused by DSP Thag Bahadur KC of the area police office, Butwal on 17 July at the time of the Budget segregation of the local planning process. CPN-UML elected local representatives were protesting against the postponement of the municipal assembly citing the attendance of less than minimum number of local representatives required to hold the assembly. CPN-UML cadres claimed that although there were enough participants, they were not allowed to sign the attendance and were protesting by chanting slogans. DSP KC pushed ward chairperson into a swimming pool while intervening the protest. DSP KC, claimed that there was only a minor scuffle while he was trying to protect chief executive officer of the municipality.
