NHRC seeks clarification on torture in custody

NHRC Regional Office, Janakpur has sought clarification from ASI Baijulal Yadav of Laliya police station on February 23 on the allegation of inflicting torture on a detainee in the custody. ASI Yadav is accused of torturing Uchit Mandal Kewat, 65, of Laliya in Mithileshwar Nikas VDC-6 from 6 pm on May 5, 2014, till the morning of May 6. Kewat was arrested by the police at his home for bypassing the local police station when he reported about his two trafficked girls at District Police Office on April 30. Kewat’s younger daughter Sulochani Mandal, 14, went missing during Dashain in October 2012 and elder daughter Parameshwari Mandal, 24, on April 15. Kewat filed the FIR against Radheshyam Mandal of the same place. Kewat sustained bruises all over his body and swollen fingers when beaten by the police. He underwent treatment at Janakpur Zonal Hospital. He filed a case against ASI Yadav on May 19 which is still under consideration. NHRC regional director Budhha Narayan Sahani said that the Office sought clarification on the torture issue and instructed ASI Yadav to investigate the case of missing daughters of the victims.
