Torture incident Increased in police custody: Advocacy Forum

The Advocacy Forum Nepal has said that there is an increment in torture incidents in police custody. While publicizing the report on the eve of International support day for torture victims on June 25, the Forum said that most of the victims are victimized in police custody of Kathmandu, Banke, and Jhapa.

Similarly, there is zero-torture in police custody of Baglung and Myagdi districts according to the report. According to the report, 34 percentages of detainees in Jhapa district, 25.8 percent in Banke, 24.3 percent in Kathmandu, and 20 percent in Kaski district were being tortured in custody. Similarly in Kanchanpur and Parbat, there are few incidents of torture as compared to other districts however this year the percentage has been increased to 10.9 as compared to last year’s 2.4.

The Advocacy Forum monitored police custody in 10 districts and interviewed 1212 detainees. Among them, 17.2 percent complained that they have been tortured and misbehaved. President Cudamani Acharya of the Forum said that this data is opposite of the commitment shown in UPR in 2015 such as the criminalization of torture, investigation of torture incidents without bias, and victim’s reparation. Director Om Prakash Sen of Advocacy Forum said that one-fourth of children under 18 years of age complained of torture during the monitoring. While speaking at the program NHRC member Govinda Sharma said that torture case will be given priority by the commission. He added that amnesty cannot be given in heinous crime on conflict era contrast of the court’s verdict and national and international law and criterion. The United Nations has ratified the covenant against torture and inhuman behavior in 1984 December 10 and enforced from 1987 June 26. Since then, June 26 is observed as a day against torture, Nepal had ratified this covenant in 1991 May 14.
