The field study by a team on an incident of torture and inhumane behavior on two youths inside the police custody has been publicized a report stating that they were tortured inside the custody. INSEC publicized the report, Birendra Nagar, in Surkhet on June 28 in a press meet. The field study team with INSEC district representative Durga Thapa, Sanju Singh B.K from Dalit NGO Federation, and Yam Raj Sharma, secretary of NGO federation Surkhet have concluded that two youths were tortured inside the police custody. According to the report, Krishna Thapa,20 of Birendra Municipality-1, and Prabesh Sunar,15 of Gutu VDC-8 were tortured inside the custody. The report which was prepared based on eyewitnesses and victim’s statement, says that both youths were tortured on April 26 by police constable Kamal Ram B.K, Arjun Chand, and Pradeep Khadka of “B” graded Area Police Office. INSEC district representative Durga Thapa said that in the same incident the police had taken two youths, Mangal Joshi,18, and Tekendra BC,21 in control and beaten them. The youths were severely tortured inside the custody after they were arrested on the charges of dispute among the locals. The monitoring team has demanded an immediate investigation and action against the guilty. Both the constables involved in the incidents are under departmental action.
