Many patients who had reached Charikot, the district headquarters of Dolakha, for treatment were deprived of treatment as the Charikot Hospital remained closed due to 'hooliganism by locals' over the death of a baby during treatment. Even emergency services were halted on Thursday. A two-and- a-half-year-old baby, who was admitted to the hospital on Friday, died the next day. Following the incident, relatives of the child began threatening the doctors by picketing the hospital, according to the hospital. Later, the relatives forced the doctors to admit that it was their negligence. The local administration also asked the doctors to apologize after they failed to convince the crowd. A team representing Government Doctors' Association of Nepal (GODAN) and Nepal Medical Association (NMA) had been to Charikot to assess the situation. The team decided to recall the doctors to Kathmandu. Following the decision, Dr Meena Maharjan and Dr Sudip GC left the district on Wednesday while the other doctors Roshan Thapa, Richan Jirel and Shradda Acharya left the district on Thursday. Another doctor Binod Dangal is on leave. As a result, no doctor is in duty at the hospital. Health organizations including GODAN and NMA have put three-point demand to resume the services, according to Busan Prasain, Dolakha district director of Possible Health Nepal, a non-profit organization working on public health issues. Doctors have demanded departmental action against the Acting Chief District Officer (CDO) who pressed them to apologize to the public for the death of the child. “We condemn the act of local administration to make doctor apologize in front of a mob after it failed to control them,” reads a statement by the GODAN. Questioning the safety of the doctors, the organization has said that health professionals cannot deliver their services due to safety issue and mental pressure. We have concluded that all health professionals should be rescued and pulled out from the district, the statement reads. Similarly, health professionals have also demanded stringent action against those who were involved in abusing doctors and other health professionals. A video that went viral on social media appears to show doctors at the hospital lined up in a row with their palms folded together to apologize before the public for the death of the child. The hospital running under Public Private Partnership (PPP) model has been providing service to around 400 patients daily. A Primary Health Post was converted into the well-equipped hospital since January after the government and Nyay Health signed an agreement to run it under PPP model. The hospital has been recently leased to Possible Health Nepal, a non-government organization, which has been lauded for its work in Achham district by running Bayalpata Hospital. स्वास्थ्यकर्मीको लापरवाहीका कारण नाबालकको मृत्यु भएको आरोप लागेपछि विवाद बढेको सदरमुकामस्थित जिल्लाकै ठूलो अस्पताल अनिश्चितकालका लागि बन्द भएको छ। बान्ता हुने र पेट दुख्ने समस्या देखिएपछि शुक्रबार राति सदरमुकामस्थित प्रस्तावित चरिकोट अस्पतालमा भर्ना गरिएका नाबालक महादेव रिजालको उपचारका क्रममा मृत्यु भएपछि चिकित्सकको लापरवाहीको कारण देखाउँदै स्थानीय र आफन्तको बिरोधले अस्पतालमा तनाव बढेपछि स्थानीय प्रशासनको रोहबरमा अस्पतालका चिकित्सक र स्वास्थ्यकर्मीले घटना प्रति सार्वजनिक रुपमा माफी मागेका थिए। चिकित्सकले नमस्कार गरेर सार्वजनिक रुपमा माफी मागेको भिडियो मंगलबारदेखि सामाजिक सञ्जालमा भाइरल बनेपछि कर्मचारी र चिकित्सकले अस्पताल अनिश्चितकालका लागि बन्द गराएका हुन्। घटनापछिको विवाद साम्य पार्न भन्दै स्थानीय प्रशासनले सहायक प्रमुख जिल्ला अधिकारी औलखबहादुर आलेको संयोजकत्वमा छानविन समिति गठन गरेसगैँ चिकित्सक र स्वास्थ्यकर्मीलाई आक्रोशित भिडका अगाडी जर्बजस्ती नमस्कार गर्न लगाउँदै माफी मगाइएको भिडियो फेसबुकमा भाइरल बनेको थियो। भिडियो भाइरल बनेसगैँ चिकित्सक र स्वास्थ्य संस्था सम्वद्ध केन्द्रीय संस्थाहरुले चिकित्सकहरुलाई प्रशासनकै रोहवरमा भिडमा अपराधी झै उभ्याएर अमानवीय व्यवहार प्रर्दशन गरेको भन्दै विरोध गरेपछि अस्पताल बुधबारबाट अनिश्चितकालका लागि बन्द गरिएको हो। घटनापछि अस्पतालका चिकित्सक र स्वास्थ्यकर्मीले आफूहरु असुरक्षित भएको भन्दै बिज्ञप्ती निकालेर अस्पताको मुलढोकामा सूचना टाँस गरी आकस्मिकबाहेक सबै सेवा अवरुद्ध पारेको बताएका छन्। दैनिक ४ सय जनाभन्दा बढी बिरामीले उपचार गर्ने अस्पताल बन्द भए सँगै बुधबारबाट अस्पताल परिसर सुनसान भएको छ। शनिबारको घटनापछि स्थानीय प्रशासनले गठन गरेको छानबिन समितिले प्रक्रिया अगाडी बढाएको बताएको छ। निशुल्क सेवा दिने अस्पताल ठप्प भएपछि बिरामीको बिचल्ली हुन थालेको छ । छानविन समिति गठन गरि सकेपछि आफुहरुलाई अपराधी झै भिडका बिचमा जर्बजस्ती उभ्याएर नमस्कार गर्न लगाई अमानविय तरिकाले माफी मगाईएको भन्दै अस्पतालका चिकित्सक र स्वास्थ्यकर्मीले सुरक्षाको प्रत्याभुती नहुञ्जेल अस्पताल नखोल्ने अडान लिएका छन् । २०७२ माघमा न्याय हेल्थ नामक संस्था र नेपाल सरकार बिच सम्झौता भएपछि सदरमुकाम चरिकोटको प्रथामिक स्वास्थ्य केन्द्रलाई सार्वजनिक निजी साझेदारी मोडेलमा सञ्चालन गर्ने लक्ष्य सहित प्रस्तावित अस्पताल बनाईएको थियो । शल्यक्रिया देखी औषधी सम्म निशुल्क पाईदै आईएको अस्पताल एक्कासी बन्द भएपछि स्थानिय निराश भएका छन् । मृतक बालकका आफन्तले भने अस्पताल ब्यबस्थापन सुधार गर्न र आगामी दिनमा अरु बिरामीले आफुहरुको जस्तो अवस्था भोग्नु नपरोस भन्नका लागी आन्दोलन गरेको र अमानविय ब्यबहार नदेखाएको बताएका छन् । शनिबारको घटना लगतै साम्य भएको वातावरण फेसबुकको भिडियो भाईरल लगतै पुःन खल्बलीएको हो । नेपाल चिकित्सक संघ सहित चिकित्सा र स्वास्थ्य क्षेत्र सम्बद्ध दर्जन बढी केन्द्रिय संस्थाले बिज्ञप्ती निकालेर घटनाको बिरोध गर्दै छानबिनका लागी चरिकोटमा टोली पठाएका छन् । जिल्ला स्थित स्वास्थ्य, निजामती कर्मचारी र ट्रेड युनियन सम्बद्ध संघ संस्थाले समेत घटनाको बिरोध गरेका छन् । साम्य भईसकेको घटना पछि चिकित्सक र स्वास्थ्य कर्मीलाई अपमानित गरिएको भिडियो फेसबुकमा सार्वजनिक गर्नु जघन्य अपराध भएको आरोप उनिहरुले लगाएका छन् । अस्पताल सञ्चालन गरिरहेको न्याय हेल्थका सुशासन निर्देशक भुषण प्रसाईले घटना पछि कर्मचारीमा त्रास छाएका कारण कामबाट फर्किने जानकारी आएपछि सेवा बन्द गर्नुपरेको जानकारी दिए । ‘घटना पछि उहाँच्हरुले काम गर्न सक्दैनौ भनेर बिज्ञप्ती सहित जानकारी गराउनुभएको छ’ उनले भने – ‘त्यसैले ईमरजेन्सी बाहेक सबै सेवा बन्द गराएका हौँ’ । उनले प्रशासन र स्थानिय अधिकारीहरुबाट पूर्ण सुरक्षाको प्रत्याभुती नहुञ्जेल अस्पताल पुःन सञ्चालनमा ल्याउन कठिन भएको सुनाए । ‘चिकित्सकले आफै जर्बजस्ती माफी मागे’ प्रमुख जिल्ला अधिकारी पुष्पराज शाहीले चिकित्सक र स्वास्थ्यकर्मीले जर्बजस्ती आफै माफी मागेको बताएका छन् । ‘हामीले शान्ती सुरक्षामा कुनै कमी आउन दिएका थिएनौँ’ उनले भने – ‘मृतक परिवारसँग प्रशासन आफैले समन्वय गरिरहेको बेलामा चिकित्सक र स्वास्थ्यकर्मी घटना स्थलमा रहेका जिल्ला प्रहरी प्रमुख (डिएसपी) र सहायक प्रमुख जिल्ला अधिकारीले भिडमा गएर माफी नमाग्नुस, घटना मिल्दैछ भन्दा भन्दै घटना सुल्झन्छ भने हामीले माफी माग्दा के फरक पर्छ र भनेर जर्बजतस्ी आत्तिएर आक्रोशित भिडभाड भित्र छिरेका कारण यो घटना भएको हो’ । प्रजिअ शाहीले प्रशासनले छानबिन समिति गठन गरी सकिएकाले समितिको प्रतिवेदन आए लगत्तै प्रक्रिया अघि बढाउने जानकारी दिए। ‘समितिले प्रतिवेदन दिन्छ त्यही अनुसार प्रक्रिया अगाडी बढाउछौ र समस्या सामाधानका लागी पहल गर्छौ,’ प्रजिअ शाहीले भने।
