A team led by Human Rights officer Chandra Kanta Chapagain of NHRC sub-regional office have monitored the situation of inmates and detainees, physical infrastructure and services provided by the prison. The monitoring team has also found that the prison is overcrowded with not enough hygiene followed. It is also found that inmates with mental disability are kept along with normal inmates due to the lack of space according to prison chief Shiva Subedi. The monitoring team had also given a recommendation to the prison chief Subedi. The monitoring team included Human Rights officer Chandra Kanta Chapagain of NHRC sub-regional office, Kalpana Nepal, Anish Paudel and INSEC district representative Narayan Bhushal.
