Three dozen people demonstrating against road expansion has been taken under police control. They are of the opinion that the expansion being done is against the law. Kathmandu Valley Development Authority (KDVA) had marked Jorpati- Sundarijal, seven kilometers road to expand 11 meter on both sides. Locals of Jorpati demonstrating on 26 December 2016 with play cards stated that the authority's attempt of expansion is against the mandate of Article 36 and 37 of Constitution of Nepal 2015, Land Acquisition Act 1977, and Civil Right Act 1955. Gita Prasad Khanal, former administrator stating the need for a demonstration against the government's failure to safeguard the live and property of people, further added, "Without compensation from nowhere we had left 11-12 meters road earlier. As we were allowed to make house at three meters distance from road by the then Jorpati VDC, we now need the compensation for the house and land." Demonstrating locals are of the opinion that news published in Gorkha Patra three months earlier holds no legal status as decisions have been already made in Town Development Act 2045. As marked by Authority, 871 houses lying in Jorpati- Sundarijal road would be demolished. Mr Sushil Simkhada, Secretary of Road related agency highlighted the need of demonstration as the marking was done without consultation with locals although the leaders of major political parties such as KP Oli, former Prime Minister, and Mr Arjun Narsingh KC, Minister for Urban Development were been informed earlier. According to Simkhada, "The Authority has violated the recommendation to expand Kalimati- Kalanki road after compensation, the government authority has appeared more cruelly than Panchayat". Meanwhile, the Authority informed about the road expansion being carried out based on the news published, and as decided in Town Development Act 2045. Mr Keshav Prasad Neupane, Spokesperson to Authority highlighted the experience of accomplishing the work with discussion and consensus though oppositions are made at the earlier stage. He further added, "We will move ahead compensating those who would be property-less with land and house as well as discussing over actual grievances ". While the road related agency informed about the demonstration to be continued until the demands are met. RSS कानुन विपरीत सडक फराकिलो पार्न खोजेको भन्दै प्रदर्शन गर्ने तीन दर्जन व्यक्तिलाई प्रहरीले नियन्त्रणमा लिएको छ । जोरपाटी– सुन्दरीजल सात किमी सडक केन्द्रबाट दुबैतिर ११ मिटर विस्तार गरी २२ मिटर फराकिलो बनाउन काठमाडौँ उपत्यका विकास प्राधिकरणले शुक्रबार चिन्ह् लगाएको थियो । प्राधिकरणले प्रचलित नेपालको संविधान २०७२ को धारा ३६ र ३७, जग्गा प्राप्ति ऐन २०३४, नागरिक अधिकार ऐन २०१२ विपरीत सडक विस्तार गर्न लागेको भन्दै जोरपाटीका बासिन्दाले ‘प्लेकार्ड’ सहित आज प्रदर्शन गरेका थिए । सरकारले जनताको जीउ र धनको सुरक्षा गर्नुपर्नेेमा त्यसतर्फ चासो नदिएपछि प्रदर्शनमा उत्रनुपरेको जानकारी दिंदै पूर्व प्रशासक गीताप्रसाद खनालले भने, “हामीले कुनै पनि निकायबाट मुआब्जा नलिइकन ११ –१२ मिटर सडक छोडेका छौँ, हामीलाई तत्कालीन जोरपाटी गाविसले तीन मिटर सडक छोडेर घर बनाउन अनुमति दिएको थियो, यसैले हामीलाई घरको क्षतिपूर्ति र जग्गाको मुआब्जा चाहिन्छ” नगर विकास समितिले विसं २०४५ मा निर्णय गरेर तीन महिनापछि गोरखापत्रमा प्रकाशित सूचनाको कानुनी हैसियत नभएको आन्दोलनरत स्थानीयवासीको भनाइ छ । सडक विस्तारका लागि प्राधिकरणले लगाएको चिन्ह् अनुसार जोरपाटी–सुन्दरीजलमा पर्ने ८७१ घर भत्काउनुपर्ने हुन्छ । पूर्व प्रधानमन्त्री केपी शर्मा ओली र वर्तमान सहरी विकास मन्त्री अर्जुननरसिंह केसीलगायत प्रमुख दलका शीर्ष नेतालाई यस सम्बन्धी जानकारी गराउँदा पनि सुनवाइ र छलफल नगरी चिन्ह् लगाइएकाले यसको विरुद्धमा उत्रनुपरेको सडक सरोकार समितिका सचिव सुशील सिम्खडाले जानकारी दिए। “प्राधिकरणले कालीमाटी–कलङ्कीलगायत सडक विस्तारमा मुआब्जा वितरण गरेर मात्र विस्तार गर भनी दिएको आदेशको पनि उल्लङ्घन गरेको छ, सरकारका निकाय पञ्चायत भन्दा निरङ्कुश शैलीमा प्रस्तुत भएका छन्”–उनले भने। प्राधिकरणले भने विसं २०४५ मा गरेको निर्णय र प्रकाशित सूचनाअनुसार सडक विस्तारको काम अघि बढेको जनाएको छ । प्राधिकरणका प्रवक्ता केशवप्रसाद न्यौपाने सबैतिर विस्तारको प्रारम्भिक चरण मै विरोध आउने गरे पनि पछि छलफल एवम् सहमतिबाटै काम सम्पन्न हुने गरेको अनुभव आफूहरुसंग भएको चर्चा गरे। “बाटो विस्तारकै क्रममा उठिवास लाग्नेलाई घर र जग्गाको क्षतिपूर्ति दिइने र पीडितका जायज गुनासा सुनी छलफल गरेर अघि बढ्छौँ”–उनले भने। सडक सरोकार समितिले भने माग पूरा नभएसम्म प्रदर्शन एवम् आन्दोलनका कार्यक्रम जारी रहने बताएको छ । रासस
