Durbarmarg-based traders pull down shutters to protest govt raids

After the government sealed a dozen branded stores in Durbarmarg for fleecing customers, 80 retail outlets in Durbarmarg on Thursday pulled down their shutters to protest the raids conducted by the government. A team from the Department of Supply Management and Protection of Consumers Interest has sealed a dozen stores by Wednesday. During the monitoring, traders were found charging exorbitant prices for the items kept for sale. Earlier on Wednesday, the Department of Supply Management and Protection of Consumers Interest sealed five branded stores in Durbarmarg on the charge of selling goods at exorbitant prices. Shops that were sealed are: Labels Store, the seller of Reebok and Levis products, Lions Style Enterprises, the seller of Bossini products, Sulux Centre, seller of Rado watches, and Watch and See, a multi-brand store that sells Fossil watches, and DKNY, Armani and Polaroid sunglasses, among others. During the inspection, the department found Labels Store selling a t-shirt at Rs2, 650—which included a discount of 30 percent-as against the cost price of Rs1, 754. The store was also found selling Reebok brand footwear for Rs16, 490 as against the cost price of Rs7, 615. Lions Style, on the other hand, was found selling Bossini shirts, under buy-one-get-one free scheme, at prices double the cost price. Earlier on Monday, the DoSM had sealed four shops of branded luxury items in Durbarmarg for marking up prices by as much as 2,300 percent. सरकारी अनुगमनको विरोधमा उत्रेका व्यवसायीहरूले दरबारमार्गका स्टोरहरू अनिश्चतकालसम्म बन्द गर्ने चेतावनी दिएका छन् । दरबारमार्ग क्षेत्रका व्यापारीको साझा संस्था दरबारमार्ग विकास बोर्डले व्यवसायीले कालोबजारी नगरेको दाबी गर्दै सिलबन्दीमा परेका पसलहरू खुला नगरेसम्म सबै पसलहरू बन्द गर्ने बताएको छ । उपभोक्ता ठगी गर्न नपाएका व्यवसायीले विरोधस्वरूप बिहीबार दरबारमार्गका सबै लत्ताकपडा पसलहरू बन्द गरे । बोर्डका अनुसार उक्त क्षेत्रमा १ सय ६५ वटा आउटलेट छन् । बोर्डका अध्यक्ष गोपालसुन्दरलाल कक्षपतीले अनुगमन तत्काल नरोके मुलुकभरिकै पसल बन्द गर्ने चेतावनी दिए । ‘केही दिनदेखि आपूर्तिमन्त्री शिवकुमार मण्डल, आपूर्ति विभागका अधिकारीसहितले अकस्मात् अनुगमन गरी पसलहरू सिलबन्दी गरे । व्यवसायीले बोर्डमार्फत समस्या सुल्झाउन सुझाव दिँदादिँदै पसलहरू बन्द गरियो । सरकारी तवरबाटै पसलमा छापा मार्दै व्यापार व्यवसाय धराशायी भएको मात्र होइन, अन्तर्राष्ट्रिय ब्रान्डको समेत खिल्ली उडाउने काम भएको छ,’ बिहीबार आयोजित पत्रकार सम्मेलनमा बोर्डका अध्यक्ष कक्षपतीले भने, ‘अनुगमन कार्यको घोर भत्र्सना गर्दछौं । सरकारले सिलबन्दी खुला नगरेसम्म सबै पसलहरू बन्द गर्ने निर्णय गरेका छौं ।’ उद्योग वाणिज्य महासंघ प्रदेश नम्बर ३ का अध्यक्ष दिनेश श्रेष्ठले पनि चाडबाडको मुखमा अनुगमन गरेको भन्दै विरोध गरे । ‘व्यवसायीलाई नाफाखोर, कालोबजारी भन्दा व्यवसायीहरू पलायन हुन्छन् । व्यवसायीहरूले राज्यलाई कर तिरेका छन्,’ उनले भने, ‘अनुगमनको बहानामा व्यवसाय बन्द गर्ने काम नगरौं । व्यवसाय सञ्चालन गर्ने वातावरण बनाऊँ ।’ ब्रान्डेड सामान भएकाले केही महँगो पर्ने उनले बताए । आपूर्ति व्यवस्थापन तथा उपभोक्ता हित संरक्षण विभागको टोलीले बुधबार दरबारमार्गका ५ ब्रान्डेड स्टोरमा सिलबन्दी गरेको थियो । अनुगमनका क्रममा व्यवसायीले कपडादेखि घडीसम्ममा चर्को मूल्य असुलेको फेला परेपछि ‘वाच एन्ड सी’, सुलक्स सेन्टर, रिबक, बोसनी, लिवाइजमा सिलबन्दी गरिएको थियो । विभागको टोलीले सोमबार पनि उक्त क्षेत्रमा अनुगमन गरेको थियो । त्यसक्रममा पुमा, नाइकी, बेन्ट्ले र स्टोर वानमा अत्यधिक मुनाफा राखी बिक्री गरेको फेला परेको थियो । टोलीले ती स्टोरलाई पनि सिलबन्दी गरेको थियो । कालोबजारी तथा केही अन्य सामाजिक अपराध तथा सयाज ऐन २०३२ अनुसार २० प्रतिशतभन्दा बढी नाफा राखेर बिक्री गर्न पाइँदैन । तर, ब्रान्डेडका नाममा उच्च नाफा राखी सर्वसाधारणलाई ठग्ने काम भइरहेको छ । सेलको नाममा ११ गुणाभन्दा बढी मूल्य लिएको फेला परेपछि अनुगमन टोलीले ती स्टोरहरू बन्द गरेको थियो । त्यस समयमा पनि व्यवसायीले अवरोध गरेका थिए । बोर्डका योजना प्रमुख श्री गुरुङले २० प्रतिशत मुनाफाले दरबारमार्गमा व्यापार गर्न नसकिने बताए । ‘दरबारमार्ग क्षेत्रमा लगानी र सञ्चालन खर्च उच्च छ । २० प्रतिशत मात्रै मुनाफा राखेर बिक्री गर भन्नु नै गलत हो,’ उनले भने, ‘राज्यलाई राजस्व बुझाएका छौं । आपूर्तिले अनुगमन गरेर बन्द गर्न पाइँदैन ।’ व्यवसायीले सिलबन्दीको विरोधमा दिनभरि पसल बन्द गरे । बोर्डले यही विषयमा चेम्बर अफ कमर्स र उद्योग वाणिज्य महासंघसँग छलफल पनि गरेको थियो । ‘चेम्बर र उद्योग वाणिज्य महासंघका पदाधिकारीमार्फत आपूर्ति मन्त्रालयमा कुरा गरेका छौं । अनुगमनले व्यापारीलाई अन्योल बनायो,’ अध्यक्ष कक्षपतीले भने, ‘दसैंका अगाडि सुपरमार्केट, मल, न्युरोड क्षेत्रमा अनुगमन गर्न पाइँदैन । चाडबाड अगाडि पसल बन्द गर्न पाइँदैन ।’ पसल बन्द हुँदा व्यवसायीको साख खराब भएको उनले दाबी गरे । चेम्बर अफ कमर्सका अध्यक्ष राजेशकाजी श्रेष्ठले सरकारी अनुगमन दसैंको बेलामा मात्रै उचित नहुने बताए । अहिले देखिएको समस्या भन्सारबाट उब्जेको उनले बताए । व्यवसायी दोहोरो मारमा परेको उनको भनाइ छ । ‘हामी बन्द विरोधी हौं तर मर्का परेपछि व्यवसायीहरू बाध्य भएका छन् । दसैंको मुखमा अनुगमन गर्नु उचित होइन,’ उनले भने, ‘सरकारसँग छलफल गरेर छिट्टै समस्या समाधान गर्छौं ।’ दरबारमार्गमा भएको अनुगमनले न्युरोडका व्यवसायीहरू पनि त्रसित भएको उनले बताए । विभागका महानिर्देशक कुमार दाहालले अनुगमन निरन्तर हुने बताए । ‘उपभोक्ताबाट अनुगमन गर्नुपर्छ भन्ने माग छ । व्यवसायीले अनुगमन गर्नु हुँदैन भन्छन् । अनुगमनको विरोधमा व्यवसायीले बन्द गर्नुको मतलव व्यवसायी ठीक सरकार बेठीक भन्न खोजेका होलान्,’ उनले भने, ‘व्यवसायीको नजरमा सरकार बेठीक भए पनि अनुगमन गर्छौं । शुक्रबार पनि कुनै न कुनै क्षेत्रमा अनुगमन हुन्छ ।’ अनुगमनले बजारमा केही प्रभाव पारेको उनले बताए । ‘बजारमा उपभोक्तालाई न्याय दिन खोजेका छौं,’ उनले भने । updated.............................. Shops on Durbar Marg reopened on Monday after a four-day strike to protest the closure of a number of branded stores by the government on charges of overpricing. Last week, after a market inspection team from the Department of Supplies Management (DoSM) sealed nine branded stores for charging exorbitant prices, shopkeepers pulled down their shutters claiming that they had been unfairly treated. The outlets included branded stores selling products from international brands such as Nike, Reebok, Puma, Bentley and Levis, among others. The market inspection team said some of the products on sale had a markup of as much as 2,300 percent. Gopal Kakshapati, president of the Durbar Marg Development Board, said they had decided to reopen the stores due to the onset of the Dashain and Tihar festival shopping season. Kakshapati said that all the stores on the shopping street except the nine sealed by the government had reopened for business. According to him, the nine shopkeepers are in the process of providing a clarification to the department. “However, the department has not begun its probe by examining the paperwork submitted by the merchants and has instead been summoning them repeatedly citing the need for further investigation,” Kakshapati said. According to the traders, there are 160 outlets on Durbar Marg, the capital’s most fashionable shopping street. Half of the stores sell outfits and accessories. While the department has accused the traders of charging exorbitant prices, they said that a thorough investigation should have been carried out before sealing their stores. The shopkeepers have blamed the department for delaying removing the seals due to lack of coordination with the Inland Revenue Department (IRD). Meanwhile the DoSM said it had started its investigation of the traders accused of wrongdoing. “We have also written to the IRD requesting its okay to probe matters related to possible tax evasion and under-invoicing,” said Laxman Shrestha, director of the DoSM. IRD Spokesperson Yagya Dhungel said the IRD was not in a position to intervene in the investigation that had been carried out unilaterally by the DoSM. “As we were not part of the market monitoring team when the raid was made, the matter is out of our jurisdiction,” he said. According to Dhungel, the DoSM has not sent any official letter to the IRD in this regard. “If we receive an official letter from the DoSM, we will consider our duty based on the laws related to the IRD,” he Dhungel.
